Background and Context

The Social Policy (SP) Global Department integrates social protection, labor markets, and community development into a unified framework to strengthen inclusive and resilient systems. Social protection is a core pillar of this agenda, helping reduce poverty, manage risks, and build human capital across the life cycle.

The department plays a central role in delivering on the World Bank's SP500 target - reaching 500 million people with social protection programs by 2030 -through global knowledge, operational support, and partnerships.

The Social Protection Response Umbrella Trust Fund (SPR) is a key platform supporting innovation, operational delivery, and partnership-based programming. Within SPR, the Partnerships Window focuses on strengthening collaboration with UN agencies and development partners through joint programming, including initiatives such as multistakeholder engagement platforms.

The role supports the management and scaling-up of the SPR Partnerships Window in an increasingly complex and changing development landscape.

Objective of the Assignment

The ETC will support the strategic management, operational delivery, and partnership development of the SPR Partnerships Window, with a focus on:
• Advancing SP500-aligned partnership delivery
• Strengthening collaboration with UN agencies, donors, and other development partners
• Managing Calls for Proposals and grant portfolio
• Enhancing knowledge, learning, and communication

Duties and Responsibilities

Strategic Partnerships and SP500 Alignment
• Support the strategic management of the SPR Partnerships Window as a key instrument for delivering on SP500 objectives and broader corporate priorities.
• Contribute to the strategic positioning and strengthening of partnerships with UN agencies and other development partners.
• Serve as an interface between operational teams, global knowledge functions, and partnership-driven delivery mechanisms.

Oversight and Management of Calls for Proposals
• Support the preparation and execution of Calls for Proposals under the Partnerships Window, ensuring alignment with SP500 objectives, donor priorities, and partnership commitments.
• Conduct technical quality review of joint World Bank-UN proposals and support management deliberations for shortlisting and selection.
• Ensure transparency, procedural integrity, and adherence to governance arrangements and timelines.
• Serve as operational focal point with UN and other development partners to:
o Capture lessons learned
o Inform design of future calls
o Maintain and update guidance notes, templates, and selection criteria

Grant Portfolio Oversight, Monitoring, and Knowledge Management
• Support overall grant and portfolio management, including:
o Review of deliverables
o Monitoring implementation progress
o Identification of cross-cutting challenges and good practices
• Conduct portfolio-wide surveys and regular check-ins with country teams to inform management decisions.
• Strengthen knowledge management by synthesizing country-level insights into:
o Cross-country learning
o Global knowledge products
o Inputs to SP Global Unit analytical and policy work

Strategic Communications, Reporting, and Learning
• Contribute to high-quality reports, briefs, and presentations for senior management, donors, and external partners.
• Analyze portfolio trends, performance, and lessons learned relevant to SP500 and social policy priorities.
• Support outreach, stocktaking, and learning events across the partnership portfolio.
• Contribute to monitoring, evaluation, and learning activities to assess partnership value-addition and results

Donor Relations and External Engagement
• Assist the Program Manager in responding to donor feedback and strategic inquiries.
• Ensure alignment between donor priorities, partnership strategy, and operational delivery.
• Lead technical-level engagement with donors for the Partnerships Window by preparing:
o Structured updates
o Briefing notes
o Inputs for donor meetings and reporting processes

Selection Criteria
• Master's degree in economics, public policy, development studies, social protection, or a related field.
• At least 12 years of relevant experience
• Demonstrated experience in partnership management, including collaboration with UN agencies or multilateral partners.
• Strong analytical and operational skills, including experience with trust funds, grants, or multi-country programs.
• Excellent written and verbal communication skills, including in key donor languages (English, German, French)
• Ability to synthesize complex information and produce high-quality outputs for diverse audiences.
• Strong organizational and coordination skills, with attention to detail and ability to work under tight timelines.

Duration and Reporting

The ETC will be engaged on a time-bound contract for 12 months renewable and will report to the SPR Program Manager within the Social Policy Global Unit.
