Infrastructure Vertical

The WBG Infrastructure Vertical provides public and private solutions to operational teams and clients across the WBG to produce scalable impact. Its mandate is to deliver knowledge for impact to support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs by: (i) supporting foundational infrastructure and human capital, (ii) policy environment, and (iii) enabling and mobilizing private sector capital. With 60 years of experience, the WBG is poised to support the sector becoming an engine of growth and jobs through improving policies and governance, foundational infrastructure and private sector investments. The WBG lending in the sector is expected to grow substantially. The Infrastructure VPU's objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams. The Disaster Management, Solutions & Impact Unit (KIUSD) supports low and middle-income countries to understand, manage, and reduce their risks from natural hazards and climate change. Within KIUSD, the Global Facility for Disaster Reduction and Recovery (GFDRR) umbrella trust fund is a global partnership that helps low- and middle-income countries better understand and reduce their vulnerability to natural hazards and climate change. GFDRR supports analytics and technical assistance to governments in the most vulnerable countries and communities where it will have the greatest positive impact. Job Duties and Responsibilities:

The Senior Infrastructure Consultant will serve as a global technical advisor within KIUSD- Resilient Infrastructure Thematic Area, providing strategic and operational support to World Bank regional teams to strengthen the systematic integration of resilience into infrastructure-related policies, investment operations, and analytical work, including:
• Support the development of knowledge products and operational toolkit to enhance capacity of task teams to deliver operations related to resilient infrastructure, assessing the impact and identifying mitigation measures to climate-related hazards and geohazards, such as soil erosion and landslides.
• Support the coherent integration of resilience considerations across the policy-investment-analytics continuum, ensuring alignment between upstream diagnostics, design standards, investment design, and implementation support.
• Provide advice on resilience engineering standards, performance metrics, indicators, and results frameworks in infrastructure operations.
• As part of country activities, provide technical advice on rapid diagnostics of policies and design of resilient infrastructure, as well as exposure, vulnerability, risk and post-disaster assessments.
• Provide targeted, demand-driven advisory support to regional task teams and client counterparts, focusing on the preparation and implementation of lending operation projects that involve resilient infrastructure activities, focusing on roads and drainage. Activities include but are not limited to supporting the formulation of terms of reference, technical review of reports and due diligence of the project scoping, preparation, or implementation.
• Liaise with stakeholders across government, contractors, and development partners as part of country activities and technical assistance.
• Oversee the implementation of TA activities including but not limited to planning, budgeting, preparation of terms of references, quality control, supervision of external consultants and technical specialists work as well as developing and reviewing Trust Fund Proposals, contributing to Trust Funds reporting, and developing of terms of reference.
• Contribute and support capacity building activities for WBG Task Teams and client countries' teams involved in resilient infrastructure projects.
• Participate in field missions and provide technical input and guidance to client counterparts as required by operational and analytical task team leaders.
• Contribute to program deliverables, including preparation of GFDRR communication and dissemination materials, results monitoring, reporting, budgeting, and branding.
• Carry out other tasks relevant to support the overall objective of the position.

Selection Criteria

1) Master's degree in civil engineering, geotechnical or hydraulic engineering, or related fields such as Disaster Risk Management, with a strong preference for candidates with solid technical training and hands-on experience, in the design, construction and maintenance of resilient roads and urban infrastructure.
2) A minimum of eight years of progressively responsible professional experience is required (internships excluded). Required experience includes: assessing physical vulnerability of road and urban infrastructure (e.g., landslides, erosion, flooding); and integrating resilience measures into road infrastructure designs.

Technical expertise:
3) Demonstrated field-based experience conducting infrastructure assessments, site investigations, or design reviews is required.
4) Experience developing, or applying infrastructure design, construction and maintenance standards, manuals and guidelines, including the integration of nature-based solutions is highly desired.
5) Strong foundation in geotechnical engineering, including soil behavior, erosion processes, and slope stabilization techniques is highly desirable, especially as they relate to resilient road and urban infrastructure systems.
6) Demonstrated experience providing technical advisory support to investment operations and policy dialogue across multiple countries or regions

International & Interpersonal Skills:
7) International experience and demonstrated ability to work in diverse, multicultural environments are required.
8) Strong analytical skills, ability to think strategically, analyze and synthesize data and information and communicate this to diverse audiences.
9) Strong problem-solving skills and proven ability to apply these in carrying out research and operational tasks, presenting findings and recommendations, and contributing to resolution of sector and/or country issues.
10) Knowledge of the World Bank key Resilience and Disaster Risk Management priorities and programs is a plus but not essential.
11) Excellent organizational skills with ability to work under tight deadlines and handle multiple requests simultaneously, while being detail oriented.
12) Excellent verbal and written English language skills are essential, and knowledge of other languages, especially Spanish, French, and Portuguese, is highly desirable
