Position SummaryThe Senior Manager, Medicare Strategic Programs supports a Strategic Program team aligned to Medicare and Duals Clinical Programs through strong program management, operating discipline, and cross-functional coordination. This role helps translate team priorities into clear workplans, timelines, templates, processes, and governance that enable effective execution across key initiatives.
This leader will support work across Model of Care and Medicare Strategic Programs, with a focus on creating the structure, coordination, and operational discipline needed to advance team priorities. The role will help drive key deliverables including timelines, templates, workplans, team structure, operating processes, and goal setting, while bringing clarity, consistency, and follow-through to the team's work.
This role will lead and support high-impact initiatives, strengthen team ways of working, improve operational effectiveness, and help establish the structure and discipline needed to scale a growing function.
Core Responsibilities- Support work across Model of Care and Medicare Strategic Programs through strong planning, coordination, and execution support
- Support complex identified workstreams from planning through execution
- Build and manage workplans, timelines, milestones, templates, and tracking tools to support team priorities
- Create structure and visibility across multiple initiatives, ensuring owners, deliverables, and dependencies are clear
- Support leadership in prioritization, sequencing, and execution planning across a growing body of work
- Manage timelines, templates, workplans, and deliverable tracking tied to key team priorities
- Partner with cross-functional stakeholders to ensure alignment, readiness, and follow-through across strategic initiatives
- Help maintain consistency and rigor in how program materials, tools, and deliverables are developed and managed
- Help strengthen team structure, operating processes, and standard ways of working across Strategic Programs
- Develop and maintain tools, templates, and routines that improve coordination, communication, and execution quality
- Support scalable planning and operating practices for a growing team
- Identify process gaps and recommend practical improvements that increase efficiency and clarity
- Partner with leadership to support team goal setting, planning, and progress tracking
- Translate team priorities into actionable workplans, milestones, and management tools
- Monitor progress against deliverables and help surface risks, delays, or coordination needs early
- Support development of executive-ready updates, summaries, and materials tied to team priorities
- Build strong partnerships across clinical, operational, and business teams connected to strategic programs work
- Facilitate cross-functional coordination and help drive alignment around timelines, deliverables, and decisions
- Promote accountability, transparency, and operational consistency across team efforts
Required Qualifications- 8+ years of experience in healthcare, managed care, Medicare, Medicaid, strategic programs, program management, business operations, or related fields
- 5+ years of experience leading complex cross-functional programs and strategic initiatives
- Demonstrated success driving work across multiple business areas and stakeholder groups
- Experience building workplans, operating processes, governance routines, and execution tools that support team effectiveness
- Strong organizational, program management, and project planning skills
- Exceptional communication, facilitation, presentation, and stakeholder management skills
- Proven ability to influence and collaborate effectively across matrixed organizations
- Strong analytical, problem-solving, and execution capabilities
Preferred Qualifications- Experience supporting Model of Care, Medicare Advantage, D-SNP, I-SNP, C-SNP, or broader Medicare program initiatives
- Experience supporting strategic planning, team operations, governance, or program execution in a matrixed environment
- Experience developing executive communications, templates, presentations, and leadership materials
- Experience supporting team growth, operating rhythms, or goal-setting processes
- PMP, Lean Six Sigma, or related certification preferred
EducationBachelor's degree in Healthcare Administration, Business Administration, Public Health, Healthcare Management, or a related field, or equivalent experience, required
Pay RangeThe typical pay range for this role is:
$75,400.00 - $165,954.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.
