This opportunity resides with Warfare Systems (WS), a business group within HII's Mission Technologies division. Warfare Systems comprises cyber and mission IT; electronic warfare; and C5ISR systems.



Job Description

Join the growing Warfare Systems Business Group at HII-Mission Technologies! We are seeking an experienced Program Manager to support the Defense Security Cooperation Agency (DSCA), Office of the CIO. In this critical leadership role, you will provide strategic program management oversight for complex contracts, driving successful delivery of enterprise technology solutions that enhance the Security Cooperation mission capabilities.

You will serve as the primary interface with senior government stakeholders, manage multi-million-dollar budgets and schedules, lead integrated HII and subcontractor teams, and ensure high-quality execution across technical, financial, and operational dimensions in a dynamic national security environment.

Essential Job Responsibilities

  • Responsible for providing program management oversight to a single customer requiring coordination of program requirements across planning stages with several subcontractors.
  • Directs all phases of programs from inception through completion.
  • Responsible for the cost, schedule, and technical performance of company programs.
  • Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
  • Leads overall program strategy, planning, and execution for Firm Fixed Price (FFP) and/or cost-plus contracts.
  • Develops comprehensive project plans, including scope, schedule, budget, and resource allocation, while coordinating internal funding execution and government customer requirements throughout the fiscal year.
  • Manages financial performance including budgeting, forecasting, cost control, and variance analysis.
  • Identifies, assesses, and mitigates program risks while implementing effective contingency plans.
  • Leads and motivates diverse teams of project managers, engineers, analysts, and subcontractors, fostering a collaborative, high-performance culture.
  • Establishes performance metrics and key performance indicators (KPIs) to monitor progress and deliver regular status updates to stakeholders.
  • Ensures full contract compliance, quality assurance, and adherence to all regulatory and contractual obligations.
  • Identifies and implements continuous process improvements to enhance efficiency and service delivery.
  • Regularly engages with key government client stakeholders to maintain strong relationships and align on strategic priorities.
  • Performs additional duties as assigned or required to advance mission goals.


Minimum Qualifications

  • Proven program management experience in defense or government contracting environments.
  • Demonstrated success managing multi-year contracts with $20M+ annual revenue and multiple concurrent projects.

  • Remote-eligible position; must align with Eastern Time Zone core business hours


Program Manager 2

6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.

Program Manager 3

8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.

Preferred Requirements

  • 5+ years of experience managing Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), or Firm Fixed Price (FFP) contracts.
  • Experience managing contracts awarded and administered by GSA, DOW, DTIC, GWACs.
  • Proficiency in Office 365 tools for managing geographically dispersed teams.
  • Project Management Professional (PMP) or DAWIA Level III Program Management certification.
  • Experience with the Foreign Military Sales process; specifically broad awareness of Case Development and Case Execution processes and systems
  • Background in R&D, training, Test & Evaluation (T&E), operations, Software Development, or Systems Engineering.
  • Familiarity with Security Cooperation missions or Office of the CIO initiatives


Physical Requirements

  • Ability to remain in a stationary position for prolonged periods while working at a computer.
  • 10-20% travel to customer sites.
  • Must be able to effectively communicate in virtual meetings, briefings, and secure collaboration environments.
  • Must maintain a home work environment that meets company and government security requirements (e.g., controlled space for handling sensitive or FOUO information, if applicable).
  • Must be able to work assigned East Coast core business hours (40+ hours/week) to support program and customer requirements.
