The anticipated hiring range is $84,346 - $112,048.
City of Richmond Department of Public Utilities is seeking a qualified Accounting Manager - Fixed Assets Unit will provide oversight over the Department of Public Utilities' fixed asset accounting team. This position will serve as a Liaison with Finance and IT for the customer billing system. This team will maintain the Utilities Book in RAPIDs, Oracle based financial system, Fixed Asset module which records and tracks asset additions, deletions, retirements, cost adjustments, and depreciation. The Accounting Manager will supervise a staff to ensure the Utilities Book is updated timely and accurately and will also oversee reconciliations of the fixed asset subsystem to the general ledger. In addition, the Accounting Manager will oversee any manual depreciation schedules and CWIP schedules. This position will manage and oversee the activities of their team to ensure compliance with City policies and procedures and ensure DPU's fixed asset policies are in compliance with GAAP and industry standards. This position will also be involved in the preparation of DPU's interim and annual financial statements. Accounting Manager will also identify and implement training for their staff as needed. Assists others as needed on various assignments.
Duties include but are not limited to

  • Managing the department's monthly and year-end closing processes and reconciliations related to fixed assets and CWIP;
  • Providing leadership, training and supervision of staff;
  • Managing division relationships;
  • Initiating disciplinary action when appropriate;
  • Implementing and maintaining proper financial controls;
  • Ensuring financial accounts are reviewed and monitored in accordance with General Accepted Accounting Principles (GAAP);
  • Assisting with planning, reviewing, preparing and monitoring routine and special monthly and annual capital spending;
  • Assisting with preparation of rate and county cost of service models;
  • Analyzing, developing, and recommending standard operating procedures for DPU's Fixed Assets;
  • Assisting internal and external auditors.

Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in accounting, finance, business administration, or a related field;
  • MBA or Master's in Accounting preferred;
  • Five years of journey-level professional accounting experience;
  • Two years of supervisory experience;
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

PREFERRED TRAINING AND EXPERIENCE:
  • Experience managing fixed assets in an ERP system;
  • Experience with classification of assets;
  • Experience with depreciation of assets;
  • Understanding of audits and Standard Operating Procedures (SOPs);
  • Experience with an Oracle based financial system (such as RAPIDS) and/or an ERP system;
  • Audit experience (internal and external) is a plus;
  • Cost Accounting experience is a plus;
  • Microsoft Office Suite experience.

The essential duties of this classification may require the ability to regularly finger, talk, hear, and see; frequently grasp, walk, and perform repetitive motions; and occasionally stoop, kneel, crouch, reach, stand, push, pull, lift, and feel. The working conditions may not contain environmental hazards.
