Monthly Salary: $6,300 $7,800 FLSA Status: Exempt

Location: Austin Headquarter Office Overnight Travel: Minimal Travel Up to 5%

General Description:
Performs advanced accounting work and may assign, and/or review the work of others for SelfDirected, SemiIndependent agency. Work involves preparing financial analysis, budgets, reconciliations, and reports; establishing, improving, and maintaining accounting systems, procedures, and controls. May review the work of others and provide backup support in the areas of travel, payroll, accounts payable and accounts receivable. Work is performed under the general direction of the Director of Administrative Services with considerable latitude for the use of initiative and independent judgment.

Job Duties:
Ensures compliance with state laws and regulations pertaining to state accounting and historical document management.
Prepares monthly, quarterly, and annual financial analysis, reconciliations, and reports.
Prepares and coordinates the planning, development, and submission of the Department's Annual Financial and NonFinancial Reports in accordance with proper accounting principles and oversight agencies.
Prepares and reviews general ledger accounting entries and reconciliation of financial transactions.
Manages quarterly allocation and billing to other agencies under the Texas Finance Commission.
Reviews and approves accounting vouchers, deposits, and journal entries.
Manages annual 1099 verification and distribution in accordance with Texas Comptroller of Public Accounts and IRS deadlines.
Acts as the Department's primary Security Coordinator.
Provides technical assistance to other departmental staff performing accounting transactions.
Creates and/or revises department policies and procedures.
Serves as a backup to department Accountants.
Performs other duties as assigned.

Required Minimum Qualifications:
Experience and Education Requirements:
Accountant V
Graduation from an accredited fouryear college or university with major course work in accounting, finance, business administration, or related field is required. Each year of related accounting experience may be substituted for education on a yearforyear basis, up to four years.
Five years of experience in accounting, financial analysis, and/or budget.

Accountant VI
Graduation from an accredited fouryear college or university with major course work in accounting, finance, business administration, or related field is required. Each year of related accounting experience at a state agency may be substituted for education on a yearforyear basis, up to four years.
Six years of experience in financial administration, fiscal accounting, budgeting, and/or reporting at a State of Texas agency.

Preferred Qualification:
Accountant V
Five years of experience in accounting or financial analysis at State of Texas agency.
Experience in CAPPS Financials, HR/Payroll, USAS and State Property Accounting

Accountant VI
Master's degree in accounting, Finance, Business Administration or similar from an accredited university.
Six years of experience in accounting or financial analysis at State of Texas agency.
Five years of experience in CAPPS Financials, HR/Payroll, USAS and State Property Accounting

Special Requirements:
Position requires minimal overnight travel, up to 5%.
Must possess or obtain within 90 days a valid Texas Driver's license. Satisfactory driving records are required for driving any vehicle to conduct agency business. Final applicants must certify that personally owned vehicles used for agency business have Texas minimum liability coverage and a valid state inspection.
This position requires that the incumbent demonstrate strong personal financial responsibility and integrity.

Knowledge, Skills, and Abilities:
Knowledge of financial administration, budget control, fiscal accounting and financial reporting.
Knowledge of governmental accounting, budget control methods, policies and procedures and laws and regulations pertaining to fiscal operations.
Knowledge of state laws pertaining to public funds, governmental finance, and the use of electronic accounting equipment.
Knowledge of Generally Accepted According Principles (GAAP) and ability to apply.
Ability to direct accounting programs.
Ability to interpret laws and regulations to apply accounting theory.
Ability to work accurately with numerical detail.
Ability to analyze, consolidate, and interpret accounting data.
Ability to work effectively and cooperatively with a variety of individuals and groups.
Ability to read and interpret financial statements.
Ability to budget funds and set up accounting and internal control systems.
Proficiency in operating personal computers using Microsoft applications to include Access, Excel and Word.
Ability to direct and supervise others, direct accounting programs, budget funds, set up accounting systems, understand and interpret laws and regulations and interpret and apply complex accounting theory.
Above average skills in written and verbal communication.

This position requires the incumbent to frequently perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive use of a personal computer, copiers, printers, telephone and client/customer contact. It requires the stamina to maintain attention to detail despite interruptions.
Marginal or corrected visual, speech and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. Position requires frequent work under stress, as a team member and in direct contact with others. Travel is less than 5% with minimal overnight stays.
