Location: Austin, Dallas, Houston, San Antonio or Lubbock

General Description:
Acts as chief trust examiner and supervisor of a team of trust specialists. Assists the Deputy Commissioner of Bank & Trust Supervision in meeting trust company and trust department examination priorities and goals and prepares examination schedules for trust specialists. Works closely with the agency's Director of Examination Support Activities and Regional Directors to ensure that trust department examinations are planned and performed in conjunction with safety and soundness examinations and examination findings are incorporated into the assessment of the risk profile of the banking organization. Performs review of trust examination reports to ensure that supervisory findings and related support documents adequately support the findings. Makes appropriate recommendations for administrative and enforcement actions. Represents the agency at meetings with industry representatives, board of directors, and agency staff. Works extensively with federal regulators to ensure that examination activities are conducted in a wellcoordinated manner. Supervises, performs appraisals, and conducts and ensures appropriate training of trust specialists. Ensures that agency databases are updated with current information relating to trust companies and trust departments. Responsible for the preparation of the agency budget regarding trust revenue and expenses and provides quarterly variance analysis reports.

Will act as examinerincharge or participate in examinations, including large, complex, and/or severe problem institutions. A portion of work duties could include conducting supervisory reviews of Bank Secrecy Act / AntiMoney Laundering (BSA/AML) compliance, and Market / Liquidity Risk (including Private Capital Investments) of Large Banking Organizations (LBO).

Other responsibilities include keeping abreast of industry and entity activities along with regularly communicating with headquarters staff regarding the ongoing operations and needs of the supervised entities and the agency's staff. Works under the direction of the Director of Examination Support Activities. Performance measures include enhancing management skills; providing guidance to ensure proper application of regulatory policies, procedures, laws and regulations; and enhancing communication between trust company and bank management and department personnel.

Job Duties:
Recommends appropriate corrective action for identified problems and maintains thorough and ongoing communication with bank and trust company management.
Ensures proper application of departmental policies and procedures, as well as state and federal regulations.
Represents the Department at board meetings of financial institutions of any size or complexity.
Works closely with regional directors and federal regulatory agency personnel to ensure effective supervision of trust departments of banking organizations.
Performs report review function of trust examinations.
Prepares schedule of supervisory examinations and allocates personnel effectively to meet the agency's examination priorities. Coordinates examinations of outofstate trust organizations.
Supervises a team of trust specialists, performs periodic performance appraisals, establishes a training program for trust specialists, and provides handson training.
Prepares the agency budget regarding trust revenue and expenses and provides quarterly variance analysis reports.

Minimum Qualifications:
Graduation from an accredited fouryear college or university with major course work in finance, accounting, business administration, or economics with a minimum of six hours in accounting, to include basic and intermediate accounting.
Must be a current or former bank examiner commissioned by the FDIC, Federal Reserve, OCC, Texas Department of Banking, or another approved state banking authority
Current or recent trust regulatory experience required.
Possess and exhibit a thorough working knowledge of trust company and bank trust department operations and trust laws.
Ten years progressively responsible experience in the regulation, examination, and analysis of trust companies or bank trust departments.

Preferred Qualifications:
Work experience with a trust financial institution.
Completion of the Cannon Financial Institute's Trust School I, II and III, or an equivalent school.
Member of the Fiduciary & Investment Risk Management Association (FIRMA) or an equivalent designation.
Possess and exhibit excellent personnel supervisory skills including one to three years' current experience in management and supervision.
Bilingual in Spanish and English with the ability to communicate well, both verbally and in writing.

Special Requirements:
Position requires approximately 2550% overnight travel.
Must possess or obtain within 90 days a valid Texas driver's license. Satisfactory driving records are required for driving any vehicle to conduct agency business. Final applicants must certify that personally owned vehicles used for agency business have Texas minimum liability coverage and a valid state inspection.
This position requires that the incumbent demonstrate strong personal financial responsibility and integrity.
