Summary

This position is located under the United States Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). The Office of Apprenticeship in the National Office comprises a headquarters activity established to manage and direct all workforce development activity throughout ETA.

This position is outside the bargaining unit.

Duties

Help

  • Manages and directs Division programs.
  • Serves as the spokesperson and focal point for activities and issues within the scope of Division responsibility.
  • Promotes and leads organizational change, leveraging its impact.
  • Strategically manages resources throughout the Division in order to ensure high performance, greater public accountability, quality service, and customer satisfaction.
  • Develops resource implementation plans to accomplish Division goals.
  • Establishes systems and methods to assure proper resource management.
  • Advises and assists the Administrator and/or Office Director on strategic planning, policy, program operation and performance accountability for the development and administration of a national workforce investment system.
  • Modifies resource allocation in response to changes in plans, goals, or conditions.
  • Coordinates the resolution of issues, and implementation of action plans as appropriate, ensuring that all Division efforts are strategically aligned in furtherance of developing an effective workforce development system that benefits America's workers and employers.
  • Applies state-of-the-art technologies to generate new ideas and solve problems.
  • Manages and resolves conflicts, resistance and disagreements in a constructive manner.
  • Coordinates Division activities with other Divisions, Offices and with organizations throughout ETA.
  • To the extent that Division activities allow, works collaboratively with employers and labor and Federal, State and local workforce partners to create a comprehensive and integrated workforce investment system that results in excellent outcomes and highly satisfied customers.
  • Works as a partner with other Divisions and Offices lo facilitate the achievement of goals.

Qualifications

You must meet the Specialized Experience to qualify for Division Director, as described below.

For the GS-15 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for the GS-15 includes at least 4 of the following:

  • Providing high-level leadership and guidance on organizational strategy, program priorities, goals, and resource planning;
  • Leading and coordinating major organizational initiatives or workforce development efforts across multiple stakeholders, including Federal, State, local, and employer partners, to advance agency objectives;
  • Managing the administration, expansion, or modernization of complex initiatives through subordinate supervisors and other team members;
  • Evaluating organizational goals, performance measures, and operational effectiveness to improve program accountability, service quality, and customer outcomes;
  • Making authoritative decisions on significant organizational, operational, or resource issues -including complex or sensitive matters while ensuring effective supervisory oversight and coordinated execution across major program areas.
