The Idaho Department of Health and Welfare is seeking a
Division Administrator for our
Boise location, to provide executive-level leadership for the Division of Public Health. This position serves as the state's public health authority and will serve as a member of the Department's executive leadership team, and will administer strategic direction, planning, and oversight for the division.
The Division of Public Health (DPH) protects the health and safety of Idahoans through a broad range of services and activities. These include immunizations, suicide and drug overdose prevention, chronic and communicable diseases prevention and intervention, maternal and child health services, food safety regulation, vital records administration, population and health statistics data compilation, rural healthcare provider recruitment and retention, advance care directive registry services, laboratory services, environmental health, and public health emergency preparedness and response.
This position will lead a high-functioning team of professionals to carry out public health priorities in alignment with the Department's mission, vision, and values. The Division Administrator will provide consultation to the Deputy Director, Director, and the State's Executive and Legislative branches as necessary.
We are searching for individuals with extensive leadership experience in the public health field. Applicants should also have a strong background in leadership, strategic direction, operational decision-making, and program oversight.
This position is a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

EXAMPLE OF DUTIES:
- Administer strategic direction, planning, oversight, delivery and accountability for division activities and programs.
- Participate in the Department of Health & Welfare's executive team to ensure the goals for the Department's mission are implemented.
- Provide direction on department-wide issues including organizational structure, program, policies and resource allocations.
- Provide direction in the development of legislation, rules, procedures and policies.
- Provide executive decision-making.
- Build and maintain relationships with Department divisions, community partners, elected officials, and other stakeholders.
- Work with the Communications Office on media requests.
- Direct division budgets and allocation of program funds.
- Manage professional staff and oversee personnel-related actions such as hiring, training, performance management.
MINIMUM QUALIFICATIONS:

The below qualifications are typically gained by at least 5 years of experience in each area; be sure to address in the cover letter your response to each:• Experience in an executive leadership role and demonstrated leadership and supervision experience of professional staff.
• Strong background, preferably in the public sector or highly regulated environments, in business process analysis, operational decision-making and communication with public, providers, legislators, administrators, community partners and others.
