Job Summary

Responsible to the Regional Operations Manager for the direction and administration of CORE activities in a district area where an established office is maintained and where both service and office personnel are located.

Essential Duties and Responsibilities
  • Implements plans, supervises, and directs employees; and achieves goals by delegation and motivation.
  • Measures results through the use of reports and observations and evaluate employee performance against established goals.
  • Arranges for all employees to be properly trained in their job tasks.
  • Seeks employee involvement and participation in the safety program and creates an attitude of overall safety consciousness.
  • Monitors the activities of employees involved in the process of extending service to new consumers to see that each step of the process is completed thoroughly and as rapidly as possible.
  • Assignments of specific construction jobs to either CORE or contractor crews and determines construction completion target dates based on projected work load of crews.
  • Responsible for maintaining a proper level of inventory in the District warehouse for regular construction, maintenance and service work as well as sufficient stock for most emergency repairs.
  • Resolves consumer complaints in such a manner that CORE is respected and well received.
  • Participates in community activities and organizations as a representative of CORE.
  • Completes the District portion of the system improvement request form when system improvement is needed and forwards to the Sedalia Engineering Department. Reviews system improvement staking sheets before construction.
  • Responsible for line patrols of all transmission and distribution lines within the District.
  • Works with Vegetation Manager maintaining right-of-way.
  • Works with Facilities Director and Manager to properly maintain District office.
  • Works with Fleet Manager ensuring CORE owned or operated equipment is properly maintained.
  • Reports accidents involving CORE's vehicles or damage claims to CORE's insurance coordinator and ensures appropriate reporting to CORE's safety department is completed in a timely manner.
  • Complies with CORE approved construction and engineering standards.
  • Prepares the proposed annual District budget and work plan.
  • Promotes a culture of safety and ensures near misses and close calls are reported in a timely manner.
  • Demonstrates proficiency with computer applications and technology, paired with strong written and verbal communication abilities.
  • Demonstrates capability in sound and strategic leadership, while directing districts' operations to ensure peak performance and safety.
  • Coordinates complex initiatives, facilitates collaboration between teams, and implements solutions to improve operational outcomes.
  • Performs other duties as needed and/or as directed.


Minimum Qualifications of Position
  • High school diploma or equivalent required. Bachelor's degree in Engineering, Business Administration, Utility Management, or a related field preferred.
  • Minimum of ten (10) years of progressively responsible experience in the electric utility industry required, including experience in electric operations, construction, maintenance, or engineering.
  • Journeyman Lineman certification and field leadership experience strongly preferred.
  • Considerable knowledge of electric utility operations, electrical distribution systems, engineering principles, safety practices, and the business operations of electric utilities.
  • Demonstrated leadership experience, including employee supervision, workforce planning, performance management, and operational decision-making.
  • Thorough knowledge of applicable regulations, standards, and codes, including the National Electrical Code (NEC), National Electrical Safety Code (NESC), and applicable federal, state, county, and local regulations.
  • Valid driver's license with the ability to maintain insurability under the Cooperative's vehicle insurance program.


Working Conditions and Physical Requirements
  • Exerting up to 20 pounds of force occasionally. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
  • The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.
  • The worker is subject to outside environmental conditions: No effective protection from weather.
  • The worker is subject to both environmental conditions: Activities occur inside and outside.
  • The worker is subject to extreme cold: Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity.
  • The worker is subject to extreme heat: Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity.
  • The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
