Your Specific Responsibilities:Manages employees in the District Construction Final Estimates Section, Construction Training Program, District Operations Contracts Office, Equal Employment Opportunity (EEO)/Compliance, Title VI and Community Awareness programs. Supervises employees by communicating regularly, plans, organizes, coordinates and schedules assigned work for employees. Motivates and evaluates employees on the performance of their duties. Provides procedural and technical training. Participates in applicant selection and hiring process. Provides employee orientation, training, counseling and disciplinary actions and prepares employee performance evaluations.
Reviews construction projects to ensure proper administration of the contract in accordance with the plans, special provisions, specifications, and current departmental procedures which may require travel. Renders interpretations of procedures and specifications in regards to the specific contract requirements and provides guidance and direction to the operation centers in the execution of all construction contracts when required. Disseminates information concerning changes or new developments with specifications, procedures or construction techniques and materials.
Oversees the development and processing of supplemental agreements, time extensions, and all other contract changes, along with other District Construction Engineer decisions, which are required by the Department's specifications and procedures. Ensures Supplemental Agreements and Change Orders are processed in accordance with established time frames. Determines Federal Aid Participation for all contract changes on Federal Aid Delegated Projects.
Oversees the District Construction EEO/Compliance area by ensuring the effectiveness of the District Construction Compliance Manager and staff. Ensures regular audits are performed according to the contract requirements of the Resident Compliance Specialists. Oversees efforts to monitor and promote Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) utilization.
Oversees implementation of Final Estimates reviews for all types of engineering inspections and test reports to ensure work is in compliance with Department Standards and Contract Plan requirements. Responsible for timely processing the administration payoff of the Final Estimates to contractors. This includes but is not limited to, monthly pay estimates, contractor payments and Construction Final Estimates.
Oversees the District Construction Training Program by assuring that the technical, engineering and supervisor training needs of the District Construction Office are met by establishing and executing an annual plan and budget.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:Knowledge of:- Contract administration, estimates and final estimates procedures

- Current procedures and policies for the payment of vendor invoices
- Current training policies and procedures
- Construction plans, specifications and special provisions
- Engineering principles used in construction project management
