Full Job Description
ICF is currently seeking a Disability Specialist to serve as part of a team of clinical and other subject matter experts supporting ACF's mission to foster health and well-being through effective, accountable, and compassionate human services. This project is part of our Prevention of Sexual Abuse project that conducts compliance audits and technical assistance for the Office of Refugee Resettlement provider community. This team's mission is to ensure clinical, behavioral health, disability-related, and psychosocial risk factors are identified and addressed, and that system-wide practices, policies, and provider operations promote safe, trauma-informed, and compliant care environments working in concert to prevent sexual abuse, sexual harassment, and other forms of child abuse and neglect.

This is for a six-month duration with the opportunity for extension beyond the initial term, subject to project needs, funding, and organizational requirements.

The Disability Specialist's alignment to this mission is ensuring that children with disabilities are protected from heightened vulnerabilities to abuse, neglect, and exploitation, and that environments and services meet medical, safety, and accessibility standards.

This position is full-time with on-call/after hours availability. The position will require approximately 25% travel to provider sites.

Roles and Responsibilities
  • Provide consultation and oversight to care programs and direct care providers.
  • Intervene as necessary to ensure proper placement and medical management of high medical needs children.
  • Develop SOPs and best practices to ensure evidence-based healthcare for children with disabilities.
  • Assess grantee compliance with reasonable accommodations and access to services.
  • Collaborate with partners to expand services for children with disabilities in ORR care and post-reunification.
  • Serve as SME during clinical case reviews to ensure compliance with statutory responsibilities.
  • Conduct site visits and needs assessments to monitor disability services.
  • Train staff and stakeholders on child safety and disability-informed practices.
  • Participate in cross-ORR workgroups to ensure compliance with legal settlements (e.g., Lucas R.).
  • Assess unique vulnerabilities of children with disabilities related to sexual abuse, sexual harassment, and other abuse/neglect risks.
  • Recommend and monitor safety protocols and interventions to safeguard children with disabilities.
  • Provide oversight of healthcare services to ensure health, safety, and settlement compliance.

Basic Qualifications
  • MD, DO, NP, or PHD with active clinical license
  • 10 years of experience in disability services and complex medical needs
  • Experience with compliance, accessibility, and child welfare systems
  • Able to obtain and maintain a Public Trust Clearance

Preferred Skills
  • Knowledge of migrant/refugee issues, particularly related to children.
  • Experience working for a refugee program.
  • Prior work experience in a consulting environment.

$98,614.00 - $167,644.00
