This position currently offers a hybrid work arrangement, with onsite attendance required every Tuesday and additional days as needed to support departmental operations, training, and business needs. Hybrid work arrangements are subject to change based on departmental and organizational needs.

Position Summary

Under the direction of the Employee Disability Management Program Manager and/or Assistant Director of Insurance & Risk Management, incumbent is responsible for providing disability management services to employees with disabilities, case management and consultation services to campus departments on compliance with UC Policies Collective Bargaining Agreements, ADAAA, FEHA, FMLA, CFRA, PDL, PWFA, Federal Rehabilitation Act 1973, Section 504, California Workers' Compensation laws and on principles and practices of Disability Management. Performs the highest level of analysis on many complex variables requiring knowledge of a wide range of disability and employment related concepts, principles, laws, regulations and campus practices. Responsible for consultation and recommendations on appropriate options such as workstation evaluations, job modification, medical leave of absence, transitional employment, vocational counseling, career testing and assessment, reasonable accommodation, undue hardship analysis, medical separation and referral for related services. Handles highly confidential and sensitive assignments regularly collaborating with campus leadership including Employee & Labor Relations, Academic Personnel, Campus and OGC Legal Counsel, Deans and Assistant Deans, Department Chairs and Administrative Directors.Facilitates the interactive process from the first point of knowledge of an employee with a disability and implements UCLA's Transitional Return to Work (TRTW) program. Promotes alternate employment opportunities for disabled employees in compliance with state and federal employment laws and UC policy/Collective Bargaining agreements and procedure. Performs job search activities, job development, development of job accommodations, and analysis of essential job functions and physical work demands. Supports other EDM return to work activities. Consults and facilitates accommodations for job applicants. Participates in legal case coordination for workers' compensation and civil litigation cases including summary and analysis of disability related employment actions. May testify and be deposed on behalf of UCLA on legal issues related to worker's compensation claims and to civil litigation where the case involves elements of disability, the Interactive Process and/or reasonable accommodations. Interacts and coordinates with different campus offices and departments including staff and academic human resources, labor/employee relations, UCLA & OGC legal, compliance and diversity, EH&S, SFCC, and Ombudsman and with external offices including UC's third party claims administrator, and outside defense attorneys for both workers' compensation and civil cases. Prepares for participation in monthly workers' compensation claims reviews and monitors claims activities of the TPA to assure timely and appropriate services to industrially injured UCLA employees. Provides ongoing guidance and information to the Claims Examiners and W.C. Defense Attorneys on relevant employment issues. Analyzes and makes recommendations in the workers' compensation process in order for UCLA to remain compliant with laws, policies and contracts protecting disabled employees.

Qualifications

  • Minimum of 6 years full-time experience in provision of disability management services & interaction with employees with a disability or a min. of 6 years full-time vocational rehabilitation casework. (Required)
  • Detailed knowledge of Workers' Compensation return to work laws and regulations as well as strong working knowledge of the reasonable accommodation process. (Required)
  • Strong working knowledge of State & Federal Labor and Employment laws and regulations affecting employment, retention and confidentiality of employees with disabilities including FEHA, ADA Title I, Federal Rehabilitation Act 73, 504, FMLA, CFRA, PDL, PWFA, W.C. Labor Code, EEOC Guidelines. (Required)
  • Must have demonstrated knowledge and experience utilizing counseling techniques, performing vocational assessment and developing job accommodations for disabled individuals. Experience required in working with individuals of varying socioeconomic strata to impart complex information. (Required)
  • Experience conducting on-site job analysis in multiple settings including, research, laboratories, food service, facilities management in varied locations, requiring measuring, weighing and operation of digital camera. (Required)
  • Working knowledge of medical terminology and ability to understand and interpret medical reports and their respective implications in the development of appropriate work-site accommodations and/or alternate placement. (Required)
  • Skill to analyze highly complex situations and information regarding disability as it affects performance of job duties and the verbal communication skills to explain policies, contract language/laws involving disability issues. (Required)
  • Demonstrated experience and skills to conduct complex negotiations and to advise departments and employees regarding leaves, workers' compensation, disability laws and benefits. (Required)
  • High level consultation to department management regarding reasonable accommodation, the interactive process, laws and policies. Requires the ability to explain the reasoning in written report form and in a verbal format. Requires excellent oral and report writing skills. (Required)
  • Ability to consult with all levels of staff including senior management, managers/supervisors, & other professionals. Ability to establish cooperative working relationships, interact effectively with people of diverse backgrounds at various organizational levels both on & off campus. (Required)
  • Must have computer skills to develop correspondence and prepare reports. Knowledge of Microsoft Office programs. Must be able to communicate clearly when completing reports summarizing interactive efforts, advising by email and requesting information from medical providers. (Required)
  • Direct experience training on the UCLA policies and procedures. (Preferred)
  • Bi-lingual (English and Spanish). (Preferred)

  • Education, Licenses, Certifications & Personal Affiliations

  • Bachelor's Degree in related area, preferably counseling, vocational rehabilitation, or psychology, and / or equivalent combination of education and experience / training. (Required) And
  • Master's Degree in counseling, vocational rehabilitation, psychology, or its equivalent. (Preferred)
  • Certified Rehabilitation Counselor (CRCC) or Certified Disability Management Specialist (CDMS) Current (Preferred)
