Summary:
The System Stroke Program Director is responsible for the leadership, development, implementation, and evaluation of the stroke programs throughout the system. This role is a lead collaborator in the strategic planning process for the stroke program, organizing operational processes including clinical pathway(s), and actively facilitating support of the operations and administrative components of the Stroke program. The Director works in close collaboration with the Surgical and Medical Directors of the Stroke Program and serves as liaison for the Stroke Program between physician specialists, primary and consulting physicians, medical center clinical and support personnel, and the community. The position supports research, education, and patient care including patient advocacy and compliance with regulatory requirements. Required Job Qualifications:
• Master's degree in Nursing from an accredited college of nursing required.
• Current State of Illinois Registered Nurse licensure.
• Current BLS certification required.
• NIHSS (NIH Stroke Scale) certification and mRS (modified Rankin Scale) certification within 6 months of hire required.
• Certification in Neuroscience (CNRN) or Stroke required within one year of hire.
• Clinical expertise in stroke care required.
• Knowledge of requirements to maintain certification as a comprehensive stroke center.
• Experience in clinical program development and operations required.
• Ability to work in a complex clinical and administrative program.
• Strong verbal and written communication skills required.
• A high level of analytical ability is required.
• Leadership skills required.
• Able to use computer systems including proficient typing, electronic medical records, and chart reviews.
Preferred Job Qualifications:
• Clinical Nurse Specialist licensure and certification preferred.
• Doctorate of Nursing Practice preferred.
• At least three years of experience in neuroscience care with an emphasis on stroke care and neurology.
• Strong Microsoft Excel skills.

Responsibilities:
• Manages stroke care services and works collaboratively with leaders of the Stroke Program to develop business and operations plans. Ensures objectives and strategic goals are consistent with American Heart Association/American Stroke Association, TJC, IDPH, and any other programs or accrediting bodies designed to support the stroke program and populations served.
• Collaborates with stroke coordinators, key stakeholders, and leadership at all stroke centers throughout the system to ensure continued system focus.
• Develops, implements, and monitors evidence-based standards of care for stroke patients.
• Ensures compliance with state and federal laws, accreditation, professional and regulatory agency standards, and licensure requirements and with RUMC policies, procedures, and protocols.
• Coordinates and ensures effective communication and documentation across the continuum of care.
• Establishes and attains challenging clinical, operations, and quality performance goals.
• Provides input to patient assessment processes and treatment care plans for the patient population and suggests/drafts revisions to or devises new policies and procedures that guide and support the provision of services.
• Leads performance improvement activities and oversees implementation of educational programs.
• Maintains a strong relationship with EMS agencies and partners, ensuring regular feedback, education, and communication.
• Maintains a patient-centric focus by serving as a role model with consistent emphasis on patient and family relations and leading customer satisfaction and clinical outcomes initiatives.
• Identifies, implements, and coordinates all aspects of program development, business, and marketing objectives.
• Supervises the direction and compliance of policy/procedure/protocol development, committee activities, and projects as they pertain to the development of the Stroke Program.
• Responsible for the activities and direction of the Performance Improvement Committee.
• Oversees data collection with the objective of analyzing for quality measures in a timely fashion, and addresses outcomes in stroke patient population and opportunities for performance improvement
• Supervises the activities and direction of the Stroke Program staff. Serves as the manager for the Stroke Education coordinator, stroke project managers/stroke program specialists, Stroke program administrative assistant, Telestroke/2Brain coordinator, and stroke advanced practice provider team.
• Maintains knowledge and understanding of all current Joint Commission guidelines and objectives. Ensures that hospital personnel are prepared for the Joint Commission reviewer.
• Maintenance of standing order sets and critical pathways as required by the Joint Commission.
• Supervises the collection of market and financial information. Assists in outreach initiatives including transfer of stroke patients and growth of the telestroke network.
• Works to establish cooperative relationships with regional, national and international stroke associations, agencies and groups.
• Ensures a robust community presence, working with the stroke team members on development of community and staff education programs and events.
• Educates in-house nursing personnel, medical personnel, and ancillary personnel on stroke-related issues and philosophy of the Joint Commission stroke center certification.
• Coordinates the interdisciplinary team overseeing the care of stroke patients.
• Participates in teaching students and residents.
• Participates in evaluation of the acute stroke pathways in the Emergency Department Partners with the Telestroke/2Brain coordinator to provide support, guidance, and recommendations to hospitals within Telestroke and 2Brain network.
