Position Objective:

This position is responsible for leading the strategic planning, development, and execution of Metro-North's capital, maintenance, and asset management programs for all stations and facilities. Working collaboratively across departments, the Director establishes long-range objectives and priorities, ensuring that construction, repair, rehabilitation, and maintenance initiatives are effectively coordinated, appropriately prioritized, and delivered in accordance with the highest standards of safety, quality, and operational excellence. The role is accountable for maintaining safe, reliable, resilient, and customer-focused stations and facilities while advancing the railroad's operational performance, regulatory compliance, and long-term infrastructure investment goals

.Responsibilities:
  • Develop, implement, and oversee comprehensive construction, repair, and maintenance programs for stations and facilities to ensure safe, reliable, and efficient operations. Monitor program performance, assess compliance with quality standards, applicable codes and regulations, and Metro-North safety requirements, and implement corrective actions and continuous improvement initiatives to maintain operational excellence, asset integrity, and customer service objectives..
  • Assist in the development and administration of the department's annual operating and capital budgets, including the preparation of equipment requests, resource forecasts, and staffing plans to support operational requirements, program objectives, and long-term strategic goals.
  • Direct and oversee the development of station and facility program requirements, including the preparation and review of scopes of work, technical specifications, and cost estimates for the procurement of services, materials, and equipment. Ensure all requirements support operational needs, regulatory compliance, budget objectives, and Metro-North standards.
  • Supervise staff and oversee the allocation of personnel, materials, and equipment to ensure efficient use of budgeted resources and successful project execution.
  • Direct and coordinate interdepartmental projects by collaborating with department managers and key stakeholders to align objectives, optimize resources, resolve issues, and ensure the efficient and timely delivery of project goals while maximizing organizational productivity.
  • Review and evaluate station and facility design plans to ensure compliance with Metro-North Railroad standards, operational requirements, safety regulations, accessibility mandates, maintainability objectives, and customer service expectations. Coordinate with internal stakeholders, consultants, and project teams to identify design deficiencies, recommend improvements, and ensure facilities support long-term operational and infrastructure goals.
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
  • Serve as an active member of Metro-North's Corporate Leadership Team (CLT), translating the company's strategic priorities into action while reinforcing a culture of safety, accountability, collaboration, and leadership expectations across teams. Partner across departments to advance enterprise-wide priorities, identify risks and operational barriers, and provide leadership with feedback, insights, and recommendations to support informed proposed solutions.

Required Qualifications:

Required Knowledge/Skills/Abilities:

Strong ability to analyze complex situations involving Mechanical Electrical and Plumbing defects at Stations and Facilities.
  • Strong leadership skills and ability to train, motivate and foster teamwork.
  • Excellent planning, forecasting and organizational skills to ensure programmed work is on schedule and service disruptions minimized.
  • Strong knowledge of budget preparation and processes.
  • Strong oral and written communication skills.
  • Strong interpersonal skills with the ability to interact with internal departments, as well as city and state agencies.
  • Strong project management and coordination skills.
  • Ability to be on call 24 hours/ 7days as required
  • Knowledge of MS Office Suite or comparable applications.

Required Education/Experience:
  • Bachelor's Degree in Arts/Sciences (BA/BS) in in Engineering, Construction Management or related discipline. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of a degree.
  • Minimum years (10) years of progressively responsible experience in facilities management, transportation infrastructure, capital program delivery, construction management, maintenance operations, or a related field
  • Minimum seven (7) years of progressive management experience managing, operating projects and/or a diverse workforce.

The following is/are preferred:
  • NY or CT PE License or other professional licensure.

  • Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
  • Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
  • Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
  • To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying. Additionally, eligibility to interview is contingent upon maintaining a satisfactory record of job performance, attendance, and disciplinary conduct.
