Job Description

  • Manage comprehensive security program supporting the Special Operations Forces Global Logistic Support Services (SOF-GLSS) program encompassing multiple Government Owned-Contractor Operated (GO-CO) locations in the United States, as well as other CONUS and OCONUS Task Order sites. Position responsibilities include management and implementation of the overarching Fluor security program, experience running a full-spectrum security program (physical, personnel, industrial, cyber, operations, communications).
  • Thorough understanding of NISPOM, ICDs, DoD 5205.07 SAP policy, JSIG, RMF, and related directives with ability to interpret, implement, and audit against classified program requirements. Understand, direct, and manage operations for SAP and SCI facilities, processes, and information in accordance with Intelligence Community Directives, Security Executive Agent Directives, and the National Industrial Security Program as appropriate.
  • Familiar with accreditation of SCIFs and SAPFs (construction, inspections, fixed facility checklists)
  • As a member of an integrated security team, create, execute and monitor security policies and procedures to safeguard national security information, implementing procedures relating to personnel security processing, including access control procedures, visitor access certifications and badging.
  • Lead multidisciplinary security teams to ensure consistent execution of physical security, personnel security, information protection, and emergency preparedness.
  • Integrate intelligence, operational threat analysis, and security best practices to support mission-critical decision-making in dynamic environments ensuring protection of employees, clients, information, facilities, and company brand.
  • Collaborate with internal stakeholders, government customers, and mission partners to ensure alignment with all security directives, inspection requirements, and contractual obligations.
  • Demonstrated ability to manage sensitive programs requiring operational discretion and disciplined execution while operating effectively in fast-paced, high-risk, or expeditionary settings
  • Familiar with USG databases, such as Scattered Castles, Defense Information System for Security (DISS), and National Background Investigation Service as required
  • Function as principal point of contact with US government Security Representatives for the full range of security issues; advises project management of DoW & Federal security regulations and procedures;
  • Implement the company's Security Education Training and Awareness Program & Insider Threat Program, conducting employee indoctrinations, debriefings, FCG and CI required training, foreign travel, cyber security and special access briefings.
  • Serve as Facility's Insider Threat Program Senior Official and conducts monthly reviews of actions with Insider Threat Committee members; also responsible for certifications of Insider Threat Program with DoD and IC Clients
  • Conducts security incident investigations, reporting applicable disclosure IAW regulatory & contractual directives, making recommendations on corrective actions with concurrence of company executive program & security leadership.
  • Ability to integrate counterintelligence reporting into risk decisions, understanding of insider threat indicators and behavioral analysis frameworks with prior experience using government threat reporting resources.
  • Develop and support emergency action plans for classified and sensitive DoW locations, both CONUS and O-CONUS through continuity planning, COOP/DR, and real-time critical decision-making.
  • Familiar with risk analysis process integrating intelligence, cyber posture, operational tempo, and mission requirements meeting mission planning requirements.

  • Accredited four (4) year degree or global equivalent in applicable field of study and fourteen (14) years of work-related experience or a combination of education and directly related experience equal to eighteen (18) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

Other Job Requirements

  • Background supporting JSOC, SOCOM, or similar special operations missions with contingency operations, classified program oversight, and/or overseas security management experience.
  • Minimum of eight (8) years of as a program security manager/director including five (5) years of experience in managing secure programs
  • Experience working with or supporting SOCOM, JSOC, and/or Intelligence Community clients
  • Must possess an active security clearance/eligibility at the TS access level, with ability to receive SCI/SAP access.
  • Knowledge of current security vulnerabilities and threats;
  • Ability to collaborate with all levels of corporate and government personnel;
  • Excellent written and oral communication, as well as excellent interpersonal skills. Experience interfacing with Government customers and executive management;
  • Strong organizational skills. Must be a self-motivated, detail-oriented, dedicated, and well-organized security professional able to work and make decisions independently;
  • Functional experience supporting security disciplines, including document control, visit certifications, personnel security processing, SCI and security processes and procedures;
  • Maintain membership, employees' memberships, and involvement in Industrial Security professional organizations: NCMS, ASIS, ISWG, InfraGard, NDIA, DSAC, OSAC
  • Complete required curriculum "FSO Program Management for Possessing Facilities - IS030.CU" through CDSE-STEPP
  • Provide travel information, country assessments, security intelligence, security briefings, and associated training proportionate to deployed location risk IAW DoS, FCG, company, and contractual requirements.
  • Thorough understanding of physical security system design and implementation IAW Unified Facility Criteria, JFOB, FPCON, or applicable DoW and USG standards encompassing intrusion detection, CCTV, barriers, alarms, and operational technology assessments enhancing force protection considerations for sensitive missions.
  • Familiar with DFAR contractual terms including [redacted]/7040, providing oversight and recommendations on use of proprietary and contract guard/security services.
  • As a member of the company security organization, assists in protecting the company from natural disaster, civil unrest, acts of terrorism, workplace violence, inside and outside enterprise fraud, providing countermeasure planning and management support through vulnerability analysis for domestic and overseas locations.

  • Experience with Industrial Security inspections and compliance.
  • A working knowledge of technical and information security programs is a plus
  • Experience/familiarity with unique SOF training programs, sites and ranges
