JOB DESCRIPTION

Leads, plans, coordinates, and supervises programing and compliance for the Title I and McKinney Vento grants. Collaborates with the Community school office on school programs funded through the and Concentration of Poverty grant.Supervises professional and support staff.  Ensures that the programs address and support the system-wide goals and priorities.  Performs other duties as assigned.


JOB RESPONSIBILITIES
  • Leads, develops, coordinates, and implements a framework to ensure that funds provided to the Baltimore County Public Schools through supplemental federal and local programs such as Title I and are equitably allotted and fully utilized in accordance with program requirements.

  • Collaborates with staff in the Office of Research and the Office of Community Schools, and other curricular offices to provide guidance and data analysis regarding the implementation of grant funded programs and initiatives. 
  • Mentors and collaborates with supervisors, specialists and school leadership teams. 
  • Leads, plans, coordinates, and supervises the work of professional and support staff.
  • Leads, coordinates and monitors the implementation and effectiveness of Title I programs under the accountability measures listed in Every Student Succeeds Act (ESSA) and, in collaboration with the Community Schools office, the effective use of Concentration of Poverty funding as outlined in the Blueprint for Maryland’s Future. 
  • Develops and presents professional development programs, such as trainings in new federal and state mandates.
  • Collaborates with content offices to ensure grant funds are used to supplement the instructional program.
  • Supports schools, whose Free and Reduced-Price Meal System (FARMS) data qualify them for high poverty grant resources, with procedures and guidelines of federal and state programs.

  • Leads, develops, coordinates, and implements a framework to align, integrate, and avoid duplication of special education, Title I, School Improvement, Community Schools and other services. 

  • Provides timely and effective support for students attending high poverty schools through related services such as early childhood programs, special education, and programs for students whose families are homeless.

  • Designs and develops a framework for supporting the effective use of federal and state funded programs system-wide and at individual schools to improve the achievement of students.

  • Leads and develops, in consultation with staff from nonpublic schools, a framework to ensure compliance with federal and state regulations for providing services to Title I eligible students attending nonpublic schools.

  • Designs and develops a framework for identifying and disseminating research-based strategies that demonstrate success in improving the achievement of students attending schools in high poverty communities.

  • In conjunction with the executive director, coordinator, program supervisor and fiscal supervisor, plans, budgets, monitors, controls, and assesses expenditures of federal and state high poverty grant funds.

  • Evaluates the performance and professional growth and development of personnel within the office and recommends decisions related to hiring and other personnel actions.


JOB QUALIFICATIONS

Education, Training and Experience:

  • Graduation from an accredited college or university with a master’s degree in a related field. 
  • Eight years of progressively responsible leadership/management experience which included experience with grant preparation, compliance, fiscal monitoring and audits; and involved the planning, implementation, and evaluation of professional development for diverse audiences.  
  • Five years successful teaching experience.  
  • Three years’ experience in Title I or other Federal grant program development and management.  
  • Experience in data analysis and application.

Licenses and Certificates:

Possession of a Maryland Educator Advanced Professional Certificate in an area appropriate to the assignment with an Administrator I or Supervisors of Instruction, Assistant Principals, and Principal endorsement.

  OR

Possession of, or eligibility for, a Maryland Educator Advanced Professional License in an area appropriate to the assignment and Administrator I or Supervisors of Instruction, Assistant Principals, and Principal .

 

Knowledge, Skills, and Abilities:

  • Demonstration of strong human relations skills.
  • Demonstration of strong computer/educational technology skills.
  • Demonstration of strong oral and written communication skills.
  • Demonstration of strong leadership and human relations skills.

 

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The work of this class is generally sedentary and performed in an office environment.  Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

 

CONDITIONS OF EMPLOYMENT: 

Requires visitations to schools and some occasional evening work. 

 

FLSA:  Exempt

 

RETIREMENT:       Eligible for the Maryland State Retirement System

GRADE:    Director Scale 

 

SALARY:     $120,700 - $223,006

OTHER COMPENSATION:  Position may be eligible for relocation bonus, extra duty activities pay, or other student activities pay as defined in the applicable Bargaining Unit Agreement.
