Position Title
Director, Safety, Security and Emergency Management

Position Summary

BCIT's Safety, Security and Emergency Management department is seeking a regular, full-time (1.0 FTE) Director, Safety, Security and Emergency Management.

This position provides strategic direction to the Institute's health, safety, security, emergency management, and travel risk management programs and services, ensuring alignment with institutional goals and fostering a safe, secure, healthy, and resilient campus community. Acts as a strategic advisor to the VP and the Senior Team on critical risk, compliance, and emergency management matters, and leads the development of SSEM strategies, plans, policies, and initiatives that support institutional priorities and continuous improvement. Oversees regulatory compliance, risk mitigation, emergency preparedness and response, and integrated service delivery while providing leadership to internal teams and cultivating effective relationships with campus community, external agencies, and community partners.

Duties & Responsibilities

KEY ACCOUNTABILITIES:

  • Participates as a member of the VP's leadership team, providing input to development of division's overarching strategies and sharing responsibility for achievements and success.
  • Acts as a strategic advisor to the VP and the Senior Team on the Institute's most critical health, safety, security and emergency management, and risk-related matters. Provides advice on risk exposure, emerging issues, and strategic priorities, and delivers reports, presentations, and recommendations on risks, opportunities, achievements, key initiatives and portfolio performance.
  • Develops strategies, plans, and policies for all areas of accountability to foster a positive culture of safety, preparedness, prevention, and resilience, a healthy occupational environment, secure campus and systems, and an inclusive campus community. Promotes a community-centred and service-oriented approach to campus safety through prevention, education, collaboration, and meaningful engagement.
  • Provides strategic direction to the Institute's health, safety, fire safety, security, emergency management, and business continuity programs. Oversees compliance with international, federal, provincial, and institutional requirements related to all areas of accountability. Directs planning, due diligence, quality assurance, and risk management activities to protect the Institute's people, assets, operations, and reputation.
  • Provides strategic direction to the Institute's occupational health, safety, and fire safety programs, including accident investigations, first aid, safety training, WSBC claims management, prevention initiatives, environmental and hazard management, and related audits and assessments.
  • Provides strategic direction to the Institute's security and threat programs, including behavioural threat assessment, violence prevention, crime and loss prevention, security incident and threat investigations, and physical security systems such as alarms, access control, key management, surveillance systems, and related technologies. Leads the Institute's response to critical incidents and traumatic events.
  • Provides strategic direction to the Institute's emergency management programs, including emergency planning, preparedness, response, disaster recovery, business continuity, and emergency response team training and exercises. Directs the operation of the Institute's emergency response centre during incidents and emergencies.
  • Ensures an integrated and strategic approach to programs planning, development and service delivery. Fosters equitable, accessible, and inclusive programs that meet the diverse needs of the campus community and drives ongoing evaluation and continuous improvement to enhance effectiveness and support institutional priorities.
  • Provides strategic direction to critical communications and interactions across the campus community, and with external agencies, first responders, contractors, regulatory bodies, and community partners.
  • Directs the collection and analysis of operational data, intelligence, performance measures, emerging trends, technologies, and industry development to support strategic decision-making, evaluate program effectiveness, identify emerging risks, and drive continuous improvement across the portfolio.
  • Chairs and/or participates on health, safety, security and emergency management committees, providing strategic guidance and expert advice related to areas of accountability.
  • Manages directly and indirectly reporting staff, overseeing and participating in selection, coaching, mentoring, development, performance management and all other people-management practices.


Qualifications

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree in occupational health and safety, emergency management, security management, public administration, business, law enforcement or a relevant discipline (Master's degree preferred).
  • Minimum 10 years of progressive responsible leadership experience in health and safety, security and emergency management, risk management, business continuity, or a related field.
  • An equivalent combination of education and experience may be considered.
  • Professional certification in security management, business continuity, emergency management, organizational resilience, enterprise risk management, or a related discipline (e.g., CPP, PSP, CBCP, CBCI, MBCI, or equivalent) is preferred.
  • Training and/or certification in behavioural threat assessment, violence prevention, threat management, or related disciplines is preferred.
  • Expert knowledge of the concepts, theories, practices and techniques of health, safety, security and emergency management.
  • Expert knowledge of applicable legislation, regulations, standards, and best practices related to areas of accountability.
  • High degree of business acumen with strong skills in development of strategies, programs and initiatives, and in managing change.
  • Expert communication, relationship-building, and influencing skills, with the ability to advise senior leaders, governance bodies, and external agencies.
  • Excellent analytical skills and ability to apply sound judgment in problem solving, evaluating courses of action, and making decisions on complex health, safety, security and emergency management matters.
  • Strong leadership skills with experience leading teams and developing leaders and professionals.
