Position Highlights:

The Director Road Safety Registration & Licensing, reporting to Vice President Insurance & Chief Actuary, plays a key role within the Insurance Division by providing strategic and operational leadership for ICBC's road safety, vehicle registration, licensing policy, and specialty vehicle services portfolios. The role is accountable for developing and executing road safety strategies, overseeing the administration of vehicle registration and licensing programs, shaping policy and regulatory initiatives, and ensuring efficient delivery of specialized registration services.

This role leads a multidisciplinary team, partners with government and industry to advance ICBC's road safety and vehicle licensing and registration goals, drive innovation and change throughout the province as well as provide an active voice in cross jurisdictional forums, maintains our operational excellence, and drives public safety outcomes aligned with ICBC's corporate strategy. In addition, this leadership role will ensure ICBC is on the leading edge of understanding emerging trends in road safety and continually improves and enhances ICBC's programs. The role works closely with the provincial and municipal governments and key partners, including national and cross-jurisdictional associations and forums that shape road safety, transportation policy, and motor vehicle administration across Canada.

Main responsibilities are:

• Provides executive leadership for ICBC's road safety and vehicle registration and licensing portfolios, establishing strategic direction, priorities, governance, and performance expectations aligned with corporate and public safety objectives.
• Leads and develops a team of Leaders and technical experts responsible for road safety improvement programs and operations, registration, licensing, and specialty vehicle programs, fostering a culture of accountability, collaboration, innovation, inclusion, and continuous learning.
• Leads the Corporation's Safe and Sustainable Mobility Strategy, setting the strategic direction and vision, including a comprehensive data and partnership strategy, to enable teams to deliver meaningful improvements in road safety and strengthen ICBC's role as a major contributor to transportation safety.
• Directs organizational planning, workforce strategy, succession planning, and resource allocation to ensure the department has the talent, capability, and capacity to meet current and future business needs.
• Empowers leaders and teams to deliver high-quality, efficient, and compliant services while achieving operational, financial, customer, and public safety objectives.
• Sponsors and champions transformational change initiatives across the portfolio, building team readiness and capability to adapt to evolving business, regulatory, and customer requirements.
• Guides the development of registration and licensing policies, legislative proposals, and regulatory initiatives, ensuring teams provide strategic advice that supports government, organizational, divisional and departmental decision-making as appropriate.
• Creates an environment that promotes data-informed decision-making, innovation, research, and continuous improvement by leveraging analytics, industry best practices, and emerging trends to enhance program effectiveness and customer experience.
• Builds and maintains strategic relationships with government, law enforcement, municipalities, industry partners, and community organizations, while supporting leaders and teams in advancing shared public safety and policy objectives.
• Serves as a key member of the leadership team, providing executive advice and thought leadership on road safety, registration, licensing, and transportation policy matters, while leading organizational change and strengthening workforce capability to support long-term business success.

Position Requirements:

• Education: Bachelor's degree in business, public administration, transportation, public policy, social sciences, engineering, or a related field (Master's preferred).
• Industry expertise: 10+ years of progressive senior leadership experience in insurance, road safety, transportation, public policy, registration and licensing, or a related field, including responsibility for strategy, operations, policy, external relations, and organizational transformation within a complex regulatory or public service environment.
• Proven ability to apply knowledge of road safety, crash prevention, behavioural change strategies, and evidence-based program development. Understanding of vehicle registration and licensing programs, regulatory frameworks, legislation, and public policy development.
• Demonstrated understanding of government processes and the intersection of policy, operations, and public service delivery.
• Knowledge of strategic planning, operational leadership, business transformation, workforce planning, financial management, project management, organizational design, and change leadership principles to lead large-scale initiatives and sustain results.
• Exceptional communication skills, with the ability to influence external partners, build alignment, and drive change across government, industry, and public audiences by translating complex and sensitive issues into clear, compelling advice and messages.
• Strong negotiation and influencing skills to build consensus and advance strategic priorities across diverse groups. Proven conflict resolution and relationship-building skills to navigate competing priorities, sensitive issues, and complex interest-holder environments.
• Demonstrated ability to lead, develop, and inspire large multidisciplinary teams, fostering a culture of accountability, collaboration, innovation, and continuous learning.
• Strong strategic thinking, systems thinking, critical analysis, and decision-making skills to address complex business, regulatory, and public safety challenges.
• Ability to operate effectively in a high-profile, politically sensitive, and publicly accountable environment, exercising sound judgment and executive-level influence.

Work arrangements defined:

• Hybrid 8 - you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia. Please note there are updates to the hybrid model, starting September. This role will be moving to 3 days per week in office.
