Summary

Bell's AI Fabric initiative is pioneering a secure, sovereign AI compute network across Canada. This ambitious portfolio features seven large-scale, high-density data centers, anchored by a 500 MW B.C. supercluster and a 300 MW flagship site in Regina, Saskatchewan.

As QS & Contract Director, you will lead the commercial backbone of the program, owning quantity surveying, contract strategy, procurement, and commercial governance across multi-hundred-million to multi-billion-dollar builds. You'll be the senior commercial authority safeguarding Bell's cost certainty and contractual position-managing cost estimation, contract administration, claims, risk, and change-while building and maturing the commercial function as the program scales nationally.

Key Responsibilities

  • Lead all quantity surveying and cost management activities across the data centre portfolio-from estimating and cost planning through to final account settlement.
  • Own contract strategy, negotiation, and administration for GC/EPC, trade, and vendor agreements, ensuring Bell's commercial and risk position is protected.
  • Direct procurement and commercial governance, establishing standards, controls, and approval frameworks for a rapidly scaling capital program.
  • Manage change orders, variations, and claims, driving fair, timely, and defensible resolution to protect schedule and budget.
  • Oversee cost forecasting, cash flow, and value engineering, providing accurate commercial reporting to Capital Programs and AI Fabric leadership.
  • Establish and enforce commercial risk management practices, identifying and mitigating exposure across contracts and suppliers.
  • Partner cross-functionally with construction, engineering, program controls, and procurement & asset management to align commercial strategy with delivery.
  • Ensure compliance with contractual obligations, regulatory requirements, and Bell's internal governance and audit standards.
  • Provide executive-level commercial reporting and advisory to senior AI Fabric stakeholders, supporting critical capital decisions.
  • Build, mentor, and scale a high-performing commercial/QS team as the national program grows.


Critical Qualifications

  • 15+ years of commercial, quantity surveying, and contract management experience, with direct exposure to hyperscale data centres or major infrastructure programs.
  • Proven track record owning commercial governance on complex, multi-billion-dollar capital projects, ideally owner-side.
  • Deep expertise in cost estimation, cost planning, and full lifecycle quantity surveying.
  • Strong command of contract strategy, negotiation, and administration across major forms (e.g., FIDIC, CCDC, stipulated/design-build).
  • Demonstrated experience managing claims, disputes, variations, and commercial risk on large construction programs.
  • Solid understanding of procurement processes and supply chain/commercial governance in a capital-intensive environment.
  • Ability to build and mature a commercial/project controls function from a formative stage.
  • Exceptional stakeholder management, able to influence and challenge senior engineering, construction, and executive leaders.
  • Professional credentials such as RICS (MRICS/FRICS), PQS, CIQS, or equivalent; degree in Quantity Surveying, Construction Economics, Engineering, or related discipline.
  • Willingness to work on-site and travel between Canadian build locations as the portfolio scales.


Adequate knowledge of French is required for positions in Quebec.
