Description & Requirements

Maximus is seeking Director of Program Management (Infrastructure) to join our team. The successful applicant will be responsible for leading a team consisting of ITSM (Client Delivery and Service Desk Specialists), Client Service Engineering (Endpoint Engineering), Data Center, Networks, and Cloud (MS Azure, GCP, and AWS) professionals providing O&M and project (startup) services to our client. This role ensures the team delivers exceptional customer service and seamless technology experiences by assisting with operating and maintaining the environment; equipment setup, troubleshooting, and maintenance; and integration of new systems and applications.

The Infrastructure Team members provide services at the three Department of Energy's National Energy Technology Laboratory (NETL) campuses located in Albany OR, Morgantown WV, and Pittsburgh PA.

This is a working leadership role. The successful candidate will be the senior leader providing direction and support to our employees and interfacing with the government client to ensure proper levels of support to them and the user community.

This position is an onsite role, 5 days a week. Ability to obtain and maintain a Public Trust is required.

Job-Specific Essential Duties and Responsibilities:

- Lead the team in providing infrastructure services to the NETL client and user community.

- Create and monitor daily tasking schedules for personnel.

- Crosstrain personnel.

- Research and suggest new methods to optimize and automate processes.

- Lead / monitor implementation of new products, processes and systems.

- Perform general administrative duties such as timesheet approvals, performance reviews, and job aids.

- Primary role will be to assist the Government IT Client in maintaining the IT environment availability in accordance with contract SLAs; transitioning on-premises systems, services, and applications to the Microsoft Azure Cloud; and working with peers across other verticals such as Enterprise Applications Engineering, Research, Cyber, and Governance.

- The successful candidate must have strong managerial capabilities to lead a diverse team across geographically isolated campuses, be able to work with a diverse and distributed client base, be well-versed in managing a hybrid on-premises / cloud-based environment and have experience in transitioning systems and applications to the cloud.

- Manage the infrastructure operations teams utilizing documented methodologies and standards to accomplish goals within technical, cost and schedule constraints and with high quality.

- Demonstrated experience in associated areas of responsibility, proven leadership of a diverse workforce spanning multiple locations and cloud, innovative thinker, and technical knowledge of equipment and systems.

- Lead personnel in developing technical requirements, designing / developing technical solutions, planning technical implementations, conducting / managing testing, and planning maintenance of infrastructure equipment and services.

- Develop and communicate strategies, goals, and objectives for maintenance, upgrade, refresh, and new installations of infrastructure equipment/systems both on-premises and in the cloud.

- Track and report project status and/or health, plans and schedules to both government and internal audiences.

- Manage requirements and ensure commitments and changes are negotiated, and completed to the satisfaction of government stakeholders.

- Oversee and actively participate in Incident Management and Response.

- Provide briefs to the client to suggest improvements in efficiency and cost reduction in operations and maintenance through process improvement.

- Develop and maintain Standard Operating Procedures (SOPs) and policy documents; ensure compliance to process by infrastructure group.

- Actively participate in Program level meetings including Risk Review Boards, Change Management Boards, and Program Management Overview as well as ad-hoc meetings upon request.

- Manage program risks and conditions, develop mitigation strategies, manage completion of tasks, and manage client expectations and satisfaction.

- Exhibit strong attention to detail concerning resource management and availability when planning work.

- Provide consulting and communications for the operations and maintenance support to all levels of government clients and to the Maximus Program Manager.

- Apply and champion Maximus Solution Delivery, Project Management, Configuration Management and Quality Assurance SOPs and best practices.

- Coach, mentor, motivate and supervise team members, and influence them to take positive action and be accountable for their assigned tasks.

- Serve as Functional Manager to direct reports in support of their performance reviews, timecard approvals, and career development within Maximus.

- As a senior manager, suggest and advise the Maximus Program Manager on possible initiatives for improvements within the program.

- Build, develop, and grow business relationships vital to the success of the program.

- Provide timely accurate analysis and reporting.

- Manage ITSM to deliver client services to the NETL user base of 1,500+ personnel.

- Manage personnel to provide endpoint improvement projects such as annual workstation lifecycle replacements and operating system upgrades/migrations.

- Provide troubleshooting and hardware repair support for NETL systems, applications, and components for the NETL environment, endpoints and peripherals.

- Manage the organization to provide level 1, 2, and 3 support to resolve incidents and request service tickets within the required service level agreements.

- Comply with Property handling requirements.

Job-Specific Minimum Requirements:

- U.S. Citizenship is required. Candidates will be required to obtain and maintain a Public Trust security clearance.

- Ability work commute daily to work location in Pittsburgh, PA.

- Minimum of 10+ years' experience in enterprise IT management in the cloud and/or on-premises areas of desktop support, desktop engineering, service desk, data centers and networking.

- Bachelor's degree in computer science, or related field, and ten years related work experience, or equivalent.

- Experience in MS Azure Cloud is required: experience in transition to MS Azure cloud is a must; experience in developing cloud operations governance policy is desired.

- Proven leadership capabilities either in a project or O&M setting is required.

- Excellent interpersonal and communication skills - proven ability to interact effectively with others including individual contributors, management, client, and external vendors.

- Ability to present information to various levels of the organization.

- Ability to work in a team-oriented environment and independently organize work resources from current team or other teams to solve technical problems.

- Must have demonstrated ability to lead others through change.

- Excellent organizational skills, including the ability to work on multiple projects and/or assignments simultaneously.

- Troubleshooting skills to lead/participate in major incident and problem management activities.

- Experience managing teams to support department goals that align with current and future objectives and initiatives.

- Excellent negotiation skills with the ability to find successful resolutions for complex issues, escalating those that require management involvement, when necessary.

- Ability to work well in a fast-paced, structured environment with tight deadlines and changing priorities.

- Must ensure team's adherence to procedures, processes, and policies.

- Work closely with management and the client to determine the maintenance and growth needs of the infrastructure group. Determine the rationale and methods for upgrading the IT infrastructure as required.

- Monitor changing technology and deliver a technology update to management as required.

- Participate in disaster recovery planning activities.

- Detailed knowledge of change management processes.

- MS Azure Cloud required, including:

- Working knowledge of networking technologies: SolarWinds, Cisco Prime, Cisco ISE, routers, switches, routing protocols, VPNs, VLANs, encryption technology, wireless technology, and networking protocols such as TCP/IP.

- Working knowledge of data center technologies: Microsoft Server platforms, VMware, Virtual/physical servers, Linux, SAN technologies, security, and patch management.

- Working knowledge of ITSM tools such as ServiceNow, VTC technologies, and Meeting Room Support.

- Working knowledge of project management tools such as Jira and Microsoft Project.
