Job Summary

This position is located in the Office of the State Superintendent of Education (OSSE), Division of Early Learning (DEL). The Division of Early Learning (DEL) of the District of Columbia's Office of the State Superintendent's mission is to provide leadership and coordination to ensure all District of Columbia children, from birth to kindergarten entrance, have access to high-quality early childhood development programs and are well prepared for school. The District government, along with private and public partners, is focused on ensuring all D.C. infants, toddlers and preschoolers receive a high-quality early learning experience as measured by a common approach to rating quality, including classroom assessments and school readiness data.

The Director, of Operational Management reports to the Assistant Superintendent for Early Learning. In this role, you will partner closely with the Assistant Superintendent for Early Learning, other DEL Directors, and OSSE's Operations team to ensure that the DEL's budget and operations enable the effective implementation of DEL programs and support progress towards the Division's strategic goals for improving early learning quality, access and outcomes. You will develop and manage DEL's $150 million+ annual budget. You will lead a team to ensure that all DEL programs and staff have the resources they need to carry out their work. And you will identify strategic opportunities to enhance the effectiveness and efficiency of DEL's operations, technology and grants to improve service delivery and outcomes for children, families, early educators and child development programs that the DEL supports.

Duties and Responsibilities

The incumbent oversees and directs the budget process for OSSE, including preparing and/or generating reports, analyzing and reporting on budgets and budget information; assists in justifications and forecast projections; ensures all allocations are accurate and in accordance with prescribed policies, procedures and requirements; prepares supportive cost analyses depicting the Office's expenditure activities; remains abreast of monetary expenditures and initiates consultation with the Assistant Superintendent and/or other OSSE Directors regarding budget status and future budget concerns.

The incumbent acts as the OSSE's primary contact within the organization, and serves as the OSSE's liaison to other arms of the District government, in matters involving procurement and acquisition of goods or services; monitors receipt of procurement requests from organizations to determine monetary allocations and availability for supplies and equipment; establishes appropriate operational procedures related to distribution of supplies and equipment; supervises supply acquisition processes to ensure supplies and equipment are maintained at adequate levels; serves as agency's certifying officer with small purchase authority oversees monitoring of adherence to cost provisions on contracts for goods and services.

Qualifications and Education

Specialized experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. This experience could include but not be limited to the preparation and management of budgets and grants, developing and providing authoritative advice and interpretation of relevant budget, policy, and procedural issues, and superior and extensive knowledge of management principles and practices in order to provide sound recommendations regarding personnel management and evaluation processes.

Proficiency in Microsoft Office Suite (i.e., Excel, Access, PowerPoint and experience using the District financial, procurement, and business intelligence systems (i.e., SOAR, Ariba, and CFOSolve) is preferred.

Working Conditions/Environment

Work is normally performed in an office environment. Occasionally, the incumbent may be required to visit various locations within the District of Columbia.

Duration of Appointment: This is an Education Service (ES), At-Will Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Pay Plan, Series, Grade: MS-0301-15

Promotion Potential: No known promotional potential

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.

Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Residency Preference: Applicants claiming Residency Preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
