Summary

The Department of Energy (DOE) is seeking an innovative Executive to lead the National Training Center (NTC) within the Office of Enterprise Assessments, under the Office of Management (MA). As head of this Center of Excellence, the Director provides strategic leadership and operational oversight. The Director manages complex training infrastructures and directs customized safety and security curricula to ensure the proficiency of DOE and NNSA workforce personnel protecting critical assets.

Duties

As the Director Office of the National Training Center, you will:

  • Directs, executes, and oversees all national-level missions, operations, and programs of the Department of Energy's (DOE) Center of Excellence for security and safety training at the National Training Center (NTC).
  • Leads the systematic design, development, and delivery of state-of-the-art security, safety, and nuclear nonproliferation training programs based on rigorous job analyses and technical qualification standards.
  • Collaborates with and provides crucial training services to the National Nuclear Security Administration (NNSA) and other external government agencies in protecting critical national security assets, facilities, systems, and information.
  • Directs the operational maintenance and security of complex physical training infrastructures, including live-fire ranges, the Integrated Safety and Security Training and Evaluation Complex, and multi-platform remote learning systems.
  • Oversees the delivery of specialized security curricula, including Physical Protection Systems, Nuclear Material Control and Accountability (MC&A), Personnel Security Programs, and nuclear criticality safety to safeguard special nuclear materials.
  • Ensures workforce competency and technical proficiency in broad agency goals, overseeing comprehensive education in nuclear/industrial safety, worker safety and health, and environmental stewardship.
  • Administers the DOE Safety and Health Training Reciprocity Program and the Training Approval Program (TAP) to assess and standardize training curricula developed by diverse field sites and labor organizations.
  • Represents the Department on major inter- and intra-agency advisory committees, advising the Chief of Enterprise Assessments and senior DOE authorities on emerging trends, professional development standards, and safety/security qualification requirements.

TECHNICAL QUALIFICATIONS (TQs): Your resume must clearly demonstrate that you possess the following technical qualifications.

TQ 1: Overseeing the management, development, and delivery of DOE safety and security training programs, ensuring direct links to requirements, functional area standards, or job analyses. This includes systematic evaluation and adjustment of curricula based on oversight assessments, enforcement actions, systemic trends, and administration priorities.

TQ 2: Managing and maintaining the NTC's physical and technical training infrastructure, including specialized facilities (e.g., live-fire range, integrated safety and security training and evaluation complex) and remote training capabilities. Also responsible for establishing and maintaining operational, training, and training content, and implementing standards-based processes for course design and delivery. Develop staff capacity, and integrate program operations with enterprise-wide management goals.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs:

  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.


Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

This position has 1 vacancy that can be filled in either Albuquerque, NM, Germantown, MD or Washington, DC. The final duty station will be determined upon selection.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders.
