Duties & Responsibilities

The Director of Training - System-wide Security & Hospital Police, under the direction of the Chief Security officer of the New York City Hospital Police, oversees all aspects of the Hospital Police Department Academy's comprehensive curriculum, training functions, initiatives, and activities across the health care settings, promoting, implementing, and directing a culture of learning. The director plans, manages, and continuously evaluates training programs across the health system, formulating and instituting comprehensive and effective implementation strategies and policies that focus on high-quality results, ensuring optimal utilization of resources, in accordance with New York City Health + Hospitals (NYC-H+H) operating and facility policies and procedures, regulatory and accreditation requirements and other relevant guidelines.

General tasks and responsibilities will include:

  • Works collaboratively with NYC-H+H leadership, workforce development, academy staff, and chiefs of Hospital Police to develop curriculum that meets the standards established by the New York State Division of Criminal Justice Services (NYS DCJS).
  • Leads the overall day-to-day operations of the training academy's programs and initiatives and directs the training of hospital police officers, supervisors and administrators in accordance with regulatory, NYC H+H and other requirements.
  • Identifies and develops academy instructors, provides avenues to state certification and ensures certifications are maintained for all academy instructors.
  • Partners with key stakeholders to define the strategic direction for advancing the training academy's programs and initiatives and promote consistent and compliant service delivery. Ensures alignment with the System's mission, values, and business goals.
  • Maintains requirements of approval for a basic Course for Peace Officers as required by New York State.
  • Compiles and reviews training data and presents key findings to department leadership and other stakeholders, making recommendations for methods of training improvements. May participate in special studies, conduct research to identify and analyze trends and/or produce reports on findings of studies.
  • Leads teams in identifying training Key Performance Indicators (KPls). Frequently evaluates benchmarks and KPl's to ensure departmental activities are aligned with department goals and objectives. Collect and analyze training data relevant to department goals and objectives.
  • Monitors NYS-DCJS requirements for peace officer and security guard certification.
  • Monitors other state and city regulatory requirements for uniformed members to perform their duties legally and effectively.
  • Maintains necessary documentation and promptly reports as required, to appropriate NYC-H+H, city and state.
  • Develops and continually monitors training budget to ensure compliance with project needs and training academy operations. Identifies and meets staffing needs to support service delivery. Ensures operations run within budgetary guidelines.
  • Establishes working relationships with NYS-DCJS staff to identify critical areas of training.
  • Creates action plans for all elements of a healthcare-specific police academy and establishes benchmarks and time frames for each phase of implementation.
  • Conducts ongoing review of existing policies and standard operating procedures to identify gaps or discrepancies in training initiatives.
  • Performs other related duties, as directed, including, when necessary, serving as an instructor.

Minimum Qualifications
1. Master's Degree from an accredited college or university in Human Resources, Education, Business Management, Social Work, Healthcare Administration, Psychology, Public Administration or a related discipline; and five (5) years of progressively responsible experience in planning, workforce development and training programs, healthcare or public health administration related to training, development and workforce analysis, three (3) years of which must have been in a managerial or supervisory capacity related to the organization, formulation, development and implementation of such plans and programs; or,
2. Bachelor's Degree from an accredited college or university in disciplines, as listed in 1 above; and Six (6) years of progressively responsible experience as described in 1 above, four (4) years of which must have been in a managerial or supervisory capacity related to the organization, formulation, development and implementation of such plans and programs.

Department Preferences

  • Current MPTC instructor certification and/or similar or additional certification
  • Superior organizational and administrative skills
  • Five (5) years of progressively responsible experience in planning and development of training programs, in the criminal justice or law enforcement field, of which at least three (3) years have been in a managerial, supervisory or administrative capacity related to the organization, formulation, development and implementation of such plans and programs.
  • Ten (10) years of service in a public security or law enforcement capacity
