Duties & Responsibilities

Purpose of Position:

Under general direction, with latitude for independent judgment and initiative, is responsible for the development and implementation of training programs to enhance staff competency in delivering services that are patient-centered, culturally sensitive, and in line with the System's ICARE principles.

Essential Duties and Responsibilities:
1. Design, develops, and implements training programs, including mandatory trainings, seminars, and workshops ensuring alignment with organizational goals, regulatory standards, and best practices.
2. Develops and implements career ladder training and educational programs in collaboration with educational institutions and external stakeholders to enhance advancement opportunities through structured career pathways.
3. Collaborates closely with internal stakeholders across the System and health care settings leadership to support the roll-out of training programs and integrate training initiatives.
4. Conducts research and analysis to determine current and future workforce needs, identifying potential talent gaps and shortage areas.
5. Participates in the planning and development of workforce development programs and advises on workforce needs and availability.
6. Develops counseling and support services to assists participants in career development programs.
7. Coordinates System-wide job opportunity and career development activities.
8. May determine funding requirements for job opportunity and career development programs and manages the budget, expenditures and strategic direction of workforce development funds. Prepares requests to Federal, State or other agencies to secure such funds.
9. Compiles and reviews data to evaluate the success of training programs. Presents key findings to department leadership and other stakeholders, making recommendations for improving methods of training.
10. Directs informational activities relating to training, job opportunity and career development programs in order to assist with recruitment efforts.
11. Performs related duties, as required.

Minimum Qualifications
1. Master's Degree from an accredited college or university in Human Resources, Education, Business Management, Social Work, Healthcare Administration, Psychology, Public Administration or a related discipline; and five (5) years of progressively responsible experience in planning, workforce development and training programs, healthcare or public health administration related to training, development and workforce analysis, three (3) years of which must have been in a managerial or supervisory capacity related to the organization, formulation, development and implementation of such plans and programs; or,
2. Bachelor's Degree from an accredited college or university in disciplines, as listed in 1 above; and Six (6) years of progressively responsible experience as described in 1 above, four (4) years of which must have been in a managerial or supervisory capacity related to the organization, formulation, development and implementation of such plans and programs.

Department Preferences

  • A valid New York State license and current registration to practice as a Registered Professional Nurse preferred
  • Certification in Basic Life Support (BLS) through the American Heart Association preferred
  • Certification Nurse Professional Development (NPD) and/or Certified Healthcare Simulation Educator (CHSE) preferred
  • Expertise in simulation-based education methodologies and debriefing strategies.
  • Strong skills in curriculum design, program evaluation, and educational technology.
  • Excellent organizational skills with the ability to coordinate complex schedules across multiple programs.
  • Ability to collaborate effectively with multidisciplinary teams and system-wide stakeholders.
  • Strong interpersonal, communication, and leadership skills.
