Full Job Description
Position Summary: The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of diverse and talented teachers to meet the staffing needs of New York City Public Schools (NYCPS) and programs, as well as being responsible for initiatives to promote the equitable and quality distribution of teachers across all schools. Research has repeatedly shown that teacher quality is the single most important variable in raising student learning. TRQ accomplishes its work through a strategic, data driven approach that focuses on the following efforts:

  • Serve as the primary marketing agent and source of information to individuals seeking to become NYCPS public school teachers, to recruit a large, high quality, equitable and diverse pool of candidates
  • Design, manage recruitment and pathways for individuals to become NYCPS teachers, especially to address diversity, subject and geographic shortage areas.
  • Select a diverse and high quality pool of candidates to become teachers through rigorous, research driven, screening processes.
  • Design and implement high quality professional development and experiences for teacher candidates.
  • Provide inclusive best practices and support to schools to help them make optimal, local hiring decisions.
  • Lead candidates to teacher certification within our communities to promote an equitable distribution of teachers across all schools.
  • Support new teachers with consistent onboarding experiences across the system when they are hired and throughout their first year.

TRQ is looking for a Director of Teacher Pathways Team to drive the strategy and vision for our teacher pathway programs and initiatives; alternative certification teacher recruitment, and our Mayoral Initiative, NYC Men Teach. The Director will expand our current portfolio of pathway programs and develop new opportunities, certifying new teachers through Grow Your Own Models. Our current pathway programs include a paraprofessional undergraduate teacher pathway program, high school to teacher pathway program, NYC Men teach Summer Fellowship, Ed Prep and alternative certification programs. In addition to this, the Director will be responsible for budget and grant management, data tracking and systems implementation, cross team project management, recruitment to retention partnership support, and communications management for external stakeholders. Reports to: Managing Director for Strategic Engagement, Recruitment andPathways

Direct Reports: Senior Recruitment Manager for NYC Teaching Fellows and Program Coordinator for Teacher Pathways Programs

Key Relationships: Key staff from national and local colleges of education; staff within the Division of Human Resources, Office of Student Pathways, Office of School Support, Young Men's Initiative (YMI); City University of New York (CUNY); United Federation of Teachers (UFT); TeachNY and community based organizations.

Responsibilities

  • Act as an internal expert on education policy, including issues of diversity in teacher recruitment, teacher selection, teacher preparation, job search, hiring support, and communications, making recommendations to leadership team regarding key policies in these areas.
  • Drive the strategic vision for design and implementation of teacher pathway programs, alternative certification recruitment, and the NYC Men Teach Mayoral Initiative.
  • Define, analyze, and evaluate metrics across programs to measure success.
  • Analyze data to improve programming and drive strategy.
  • Collaborate with CUNY and other Institutions of Higher Education to discuss robust program expansion and recruitment opportunities.
  • Build comprehensive strategic plans to meet ambitious yearly goals, monitoring and continuously adjusting strategies, and managing a team towards outcomes for each initiative.
  • Cultivate deep partnerships with local community based organizations to build robust teacher pathway programs that enable candidates to work closely with students during their preparation.
  • In collaboration with key partners from Young Men Initiative (YMI) and other NYCPS stakeholders, design and implement mentoring programs to support the retention of program participants and aspiring educators.
  • Expand and grow pathway programs to meet the teacher vacancy needs of NYCPS.
  • Work closely with the Office of Student Pathways, Office of School Support, YMI and other key stakeholders.
  • Work across departments within the NYCPS as well as the United Federation of Teachers (UFT), to plan and implement career ladder pathway programs, including a high school to teacher pathway and paraprofessional to teacher pathway. This involves:
    • collaborating across NYCPS offices to build robust programs with a clear value proposition for candidates;
    • driving the strategy and vision;
    • using data to inform strategic decisions;
    • and grant and stakeholder management.
  • Conduct complex analyses to produce regular monthly narrative reports and quarterly data reports to inform the evaluation of various program components internally and for grant partners.
  • Co-manage budget and grants .
  • Manage teams across multiple workstreams and projects.

Qualification Requirements:

Minimum
  • A master's degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
  • A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in "1" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in "1" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  • Education and/or experience equivalent to "1", "2", or "3" above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in "1" above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

    Salary : $110,969 - $122,066

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
