Working closely with the Chief Financial Officer, County Administration, elected officials, and other stakeholders, the Director ensures the delivery of efficient, effective, and legally compliant tax services while supporting the County's commitment to exceptional public service.
Requirements
EDUCATION/TRAINING
Bachelor's degree in Public Administration, Business Administration, Accounting, Finance, Real Estate, or a closely related field. Equivalent combinations of education and experience may be considered.
WORK EXPERIENCE
Minimum of seven (7) years of progressively responsible governmental or closely related management experience, including at least three (3) years of supervisory responsibility. Experience in property assessment, tax administration, public finance, or local government operations is strongly preferred.
LICENSES/CERTIFICATIONS
Valid Pennsylvania driver's license. Certified Pennsylvania Evaluator (CPE), or ability to obtain within a timeframe established by the County, if required by law or operational needs.

Position Description Exempt
OVERALL OBJECTIVE OF JOB
The Director of Tax Services provides leadership and oversight for the operations of the County's Tax Assessment and Tax Claim operations and serves as the County's principal resource on matters relating to property assessment, tax claim administration, and related statutory requirements. The Director works collaboratively with the Chief Financial Officer, County Administration, elected officials, and other stakeholders to ensure effective, efficient, and legally compliant service delivery.
ESSENTIAL FUNCTIONS OF JOB
1. Direct department operations to ensure efficient, accurate, and legally compliant administration of Tax Assessment and Tax Claim functions.
2. Develop short- and long-range operational plans, departmental goals, performance measures, and process improvements; direct major departmental initiatives and projects to support the effective administration of Tax Services.
3. Provide leadership in the selection, supervision, development, evaluation, and discipline of department staff.
4. Promote a culture of professionalism, accountability, collaboration, customer service, and continuous learning within the department.
5. Direct and oversee property assessment and Uniform Parcel Identifier (UPI) operations, including valuation methodologies, field inspections, quality assurance, appeals support, parcel identification and maintenance, and related appraisal activities to ensure compliance with applicable laws, regulations, and professional standards.
6. Direct and oversee Tax Claim operations, including delinquent tax collections, upset, judicial, and repository sales, and other statutory processes.
7. Maintain technical expertise in property assessment, appraisal methodology, tax claim administration, and applicable laws and regulations sufficient to provide leadership, guidance, operational support, and informed decision-making as needed.
8. Provide technical leadership by maintaining the knowledge and proficiency necessary to perform or assist with professional and technical functions within the department when operational needs require, ensuring continuity of operations and service delivery.
9. Prepare, justify, administer, and monitor departmental budgets and approve departmental expenditures.
10. Ensure compliance with applicable federal, state, and local laws governing assessment administration, tax claims, tax sales, public records, and related statutory requirements.
11. Develop and recommend departmental policies, procedures, operational improvements, and strategic initiatives to the Chief Financial Officer and County Administration.
12. Coordinate activities with municipalities, school districts, tax collectors, elected officials, the Recorder of Deeds, Planning Department, GIS, Information Technology, Fiscal, the courts, state agencies, attorneys, settlement professionals, and other County departments to support property assessment, land records, and Uniform Parcel Identifier (UPI) administration.
13. Represent the department and the County before public officials, professional organizations, community groups, and other stakeholders as assigned or authorized.
14. Provide technical guidance and resolve complex inquiries involving taxpayers, attorneys, title companies, surveyors, public officials, and the general public.
15. Direct implementation and effective use of technology, including CAMA, GIS integration, electronic records, and other business systems supporting Tax Services.
16. Ensure the preparation and timely submission of required reports, records, and statutory filings.
SUPERVISION RECEIVED
Receives occasional instruction and supervision from the Chief Financial Officer.
SUPERVISION GIVEN
Supervises management, supervisory, professional, technical, and administrative staff assigned to the Department.
WORKING CONDITIONS
1. Works in both office and field environments in support of Tax Assessment and Tax Claim operations.
2. Works indoors in adequate workspace with appropriate temperature, ventilation, and lighting.
3. Performs field inspections and property appraisals as necessary, requiring travel throughout the County and exposure to varying terrain, weather conditions, construction sites, agricultural operations, and undeveloped properties.
4. Regularly interacts with members of the public, including property owners, taxpayers, attorneys, surveyors, contractors, and others who may be upset, frustrated, or involved in contentious assessment or tax claim matters.
5. May encounter uneven terrain, active roadways, construction areas, vacant structures, overgrown vegetation, domestic animals, and other environmental hazards while conducting field work.
6. Personal protective equipment (PPE), including a high-visibility safety vest and hard hat, is provided and must be used when conditions warrant.
7. May be required to attend evening meetings, hearings, tax sales, training sessions, conferences, or other job-related events.
8. Travels regularly throughout the County and occasionally outside the County for meetings, training, conferences, and professional development.
9. May be required to respond to time-sensitive operational issues outside normal business hours.
PHYSICAL/MENTAL REQUIREMENTS

3. Must establish credibility and maintain effective working relationships with the Board of Commissioners, County Administration, elected officials, employees, attorneys, municipalities, state agencies, taxpayers, and the general public.
4. Must be able to sit for extended periods throughout the workday, with intermittent standing, walking, bending, twisting, reaching, stooping, and grasping as necessary to perform job duties.
5. Must possess sufficient manual dexterity to operate computers, office equipment, and other technology necessary to perform assigned duties.
6. Performs primarily sedentary work with occasional lifting or carrying of items weighing up to twenty-five (25) pounds.
7. Must demonstrate sound judgment, emotional stability, professionalism, and the ability to manage stressful situations effectively.
8. Must be able to analyze complex information, prioritize multiple assignments, and make sound decisions independently.
9. Must maintain close attention to detail and the ability to concentrate for extended periods while managing frequent interruptions.
10. Must be able to walk on uneven, sloped, or unimproved terrain; climb stairs; enter and exit buildings and properties; and safely navigate outdoor environments during property inspections.
11. Must be able to safely operate a motor vehicle while traveling throughout the County to conduct inspections, attend meetings, hearings, and training and possess a valid driver's license.
12. Must be able to work safely in varying weather conditions and environmental settings while performing field responsibilities.
13. Must be able to wear required personal protective equipment (PPE), including a high-visibility safety vest and hard hat, when performing field work.
