As a DIRECTOR OF STAFF - AIR (Title 32), GS-0301-14, you will serve as the principal advisor to the Adjutant General and/or Assistant Adjutant General for Air on a broad range of matters concerning the United States Air Force and Air National Guard. Executes delegated command authority granted by the State AG. Represents the Air National Guard for all Defense Support of Civil Authorities (DSCA) and Joint Operations. Broad program responsibilities also includes special Air National Guard programs or initiatives such as State Partnership Programs, Sexual Assault Prevention and Response (SAPR) program, Suicide
Prevention, Equal Employment Opportunity, Family Readiness, and Employer Support of the Guard and Reserve (ESGR). Oversees the development, execution, and evaluation of programs and policies pertaining to the command, control, operation and management of Air National Guard in the State.
DUTIES AND RESPONSIBILITIES:
1. Serves as the principal full-time representative and spokesperson of the Air National Guard (ANG)senior leadership on the Adjutant General's Joint Army/Air National Guard state headquarters staff. Also serves as the senior ANG manager of the statewide programs conducted under the direction of The Adjutant General (TAG) and for the National Guard Bureau (NGB). Develops and institutes force development and force management plans and programs which ensure units meet future federal and state readiness requirements. Executes delegated authorities granted by the State Adjutant General. Acts in the absence of or for TAG or Deputy/Assistant Adjutant General for Air in all ANG matters.
2. Advises on a wide-range of complex and sensitive issues in matters such as logistics, Command, Control Communications, and Computers (C4), manpower and personnel, strength management, budget planning and oversight, and other support functions related to mission operations ensuring they meet established guidelines, directives and laws. Monitors the effectiveness of programs through review or analysis. Develops and recommends policy that is consistent with the guidance of the Adjutant General. .
3. Functions as the State executive for formulating near-term goals and long-range strategic plans. Applies thorough and extensive knowledge of USAF/ANG organizational structures, missions, and objectives in the management of ANG missions/programs. Reviews and interprets existing strategic documents at the DOD, Air Force, NGB, ANG, and MAJCOM levels. Responsibilities include team approaches to planning and integrating a wide range of resources and people from varied weapon systems and disciplines within the ANG.
4. Serves as the ANG coordinator for the State Partnership Program and maintains liaison with military officials and representatives of the respective partnership nations. Initiates contacts and maintains liaison with public officials, civic groups, other reserve component activities, unit advisors and staff representatives.
5. Performs other duties as assigned.

Conditions of employmentMILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades:
Promotable O5 through O6Conditions of Employment- National Guard Membership is required.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- This position requires a SECRET security clearance; the incumbent of this position must obtain and maintain a Secret Clearance. Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
QualificationsGENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: To qualify for the GS-0301-14 position, you must have at least 36 months of experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes
leading, directing and assigning work of personnel.
EducationSubstitution of Education for the Specialized Experience -
Successful completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
