Job Description:Nassau Community College invites applications for a full-time Director of Special Programs in the Office of the Comptroller.
The Director of Special Programs provides a broad range of leadership and administrative support to plan, organize, and manage activities within assigned department(s) and area(s), aligned with the College's Strategic Plan and institutional goals. The successful candidate will demonstrate the highest ethical standards while working collaboratively with internal and external stakeholders to support the effective and efficient operation of the College.
The Director is expected to work expeditiously and diligently on behalf of the institution while utilizing a data-informed and equity-focused approach to enhance student access, enrollment, operational effectiveness, and financial stewardship.
The Director of Special Programs will:
Comptroller's Office Operations
- Assist with the oversight and effective operation of the Comptroller's Office, including all areas of accounting (capital, unrestricted, and restricted funds) and other business operations.
- Ensure compliance with all applicable federal, state, and local laws, regulations, and College/SUNY policies and procedures.
- Assist with the implementation, assessment, and evaluation of policies, processes, and procedures related to assigned areas.
- Assist with all internal and external reporting necessary to maintain local, state, and federal compliance.
Student Financial Services
- Assist with the creation and seamless integration of student financial services in accordance with applicable federal, state, and local regulations and College/SUNY policies and procedures.
- Collaborate with appropriate College offices to facilitate and ensure the systematic implementation of fee assessment policies and procedures to support accurate student billing, refund processing, and liability calculations.
- Work collaboratively with appropriate College offices to ensure the accurate collection and recording of tuition and fee revenue from students, external funding sources, and municipal entities.
- Coordinate with appropriate College offices to ensure the accurate calculation and issuance of student refunds for both credit and non-credit courses in accordance with applicable regulations and College/SUNY policies.
Financial Compliance & Internal Controls
- Oversee the implementation and maintenance of current Payment Card Industry (PCI) compliance standards to ensure the appropriate use of credit card payment processing for both on-campus and online transactions in accordance with contractual agreements with external vendors.
- Work closely with decision makers across the College to identify, recommend, develop, implement, and support cost-effective business and internal control processes.
- Partner with stakeholders to identify goals, establish measurable objectives, gather business requirements, and develop implementation schedules for business and internal control initiatives.
- Support project planning and implementation consistent with best practices in accounting and internal controls.
Leadership & Administration
- Develop, supervise, and direct assigned staff.
- Participate in professional development activities and maintain current knowledge of applicable laws, regulations, codes, ordinances, and pending legislation affecting assigned areas.
- Assist in identifying and eliminating redundancies within assigned areas and collaborate with administrators across the College to improve operational efficiency.
- Work collaboratively with College departments and community partners to support institutional initiatives.
- Demonstrate fiscal responsibility and accountability in developing and administering departmental budgets.
- Analyze and review budgetary and financial data.
- Control and authorize expenditures within established resources and limitations, as directed.
- Serve on College committees, as assigned.
- Work effectively with diverse populations.
- Perform other duties as assigned.
Requirements:Minimum QualificationsThe successful candidate will possess:
- Bachelor's degree in Accounting, Business Administration, or a related field.
- Minimum of five (5) years of progressively responsible experience in financial management and/or student financial services.
- Minimum of three (3) years of experience administering financial aid and student accounts.
Preferred QualificationsPreference will be given to candidates who possess one or more of the following:
- Master's degree in Accounting, Business Administration, Public Administration, Higher Education Administration, or another related field.
- Experience working at a community college.
- Experience working in a unionized environment.
- Experience using enterprise systems and technology commonly utilized in higher education, including but not limited to Ellucian Banner, PeopleSoft, Microsoft Visio, and Adobe Acrobat Professional.
- Proficiency with Microsoft Office applications, including Excel, Word, Outlook, and PowerPoint.
Knowledge, Skills & Abilities (KSAs)The successful candidate will demonstrate:
Knowledge- Knowledge of Governmental Accounting Standards Board (GASB) standards, including current accounting pronouncements.
- Knowledge of federal, state, and institutional financial aid funding mechanisms.
- Knowledge of applicable federal, state, and local laws, regulations, policies, and procedures governing higher education finance and student financial services.
- Familiarity with current technologies and information systems used in Student Financial Services.
- Familiarity with the mission, goals, and objectives of Nassau Community College and the demographics of its students and workforce.
- Knowledge of the College's local community and service area.

Additional Information:The starting salary for this position is $85,000 annually.
