Description

Teya Development Company, LLC is seeking an experienced Director of Project Controls to provide strategic leadership and oversight of project controls, financial management, and contract performance across a portfolio of federal construction, professional services, and government contracting programs. Serves as a trusted advisor to executive leadership, program management, contracts, and accounting teams to ensure financial integrity, regulatory compliance, and successful execution of complex federal projects. Leads enterprise-wide project controls functions including budgeting, forecasting, earned value management, subcontract financial oversight, revenue recognition, cost analysis in support of federal contracting operations.

Duties and Responsibilities:

• Direct all project controls and financial management activities across multiple federal construction and professional services contracts, ensuring alignment with organizational objectives and contract requirements.
• Provide executive-level oversight of project financial performance, including budget development, cost management, forecasting, revenue recognition, profitability analysis, and risk mitigation.
• Lead the development, implementation, and continuous improvement of project controls policies, procedures, and governance frameworks supporting federal government contracting operations.
• Oversee preparation and analysis of Project Status Reports (PSRs), Work-in-Progress (WIP) schedules, cost performance metrics, and executive reporting dashboards.
• Establish and maintain financial forecasting methodologies, including Estimate-at-Completion (EAC), Estimate-to-Complete (ETC), variance analysis, and trend analysis for active contracts and task orders.
• Direct subcontract financial management processes, including contract value tracking, modification management, invoice analysis, funding reconciliation, and compliance monitoring.
• Provide strategic oversight of accounts payable and accounts receivable financial reconciliation activities to ensure alignment between project budgets, contract funding, and Deltek Costpoint reporting.
• Lead collaboration among Program Managers, Contracts, Accounting, Operations, and Executive Leadership to ensure accurate project financial performance reporting and contract compliance. Conduct monthly contract financial reviews with Program Managers to identify risks, evaluate opportunities and implement corrective actions to support successful contract execution.
• Oversee development and maintenance of Work Breakdown Structures (WBS), project setup, and financial reporting structures within Deltek Costpoint.
• Collaborate with cross-functional teams to implement Deltek Costpoint Contracts and Subcontract modules, enhancing project cost tracking, subcontract administration, and reporting capabilities
• Ensure timely and accurate reporting of inception-to-date costs, labor expenditures, travel expenses, subcontract costs, and other direct costs to support effective program management decision-making.
• Direct funding utilization monitoring and task order expenditure tracking to maintain compliance with Contract Data Requirements Lists (CDRLs), contract funding limitations, and customer reporting requirements.
• Serve as the primary project controls authority supporting DCAA, DCMA, external audits, incurred cost reviews, and government compliance assessments.
• Lead Deltek Costpoint optimization initiatives to improve project accounting accuracy, financial visibility, reporting efficiency, and operational performance.
• Develop executive dashboards and advanced financial reporting tools utilizing Costpoint and Microsoft Excel to support portfolio management and strategic planning.
• Advise executive leadership on contract performance, operational risks, financial trends, resource allocation, and business strategy.
• Analyzed the impact of indirect rate structures on project profitability to support operational decision-making, with expertise in indirect rate pools including Overhead (OH), Fringe, General and Administrative (G&A), and potential Material & Subcontractor (M&S) rates, while partnering with Program Managers to forecast indirect rates, develop revenue projections, and support annual budgeting and financial planning processes.
• Support business development efforts through proposal pricing reviews, cost estimating, basis-of-estimate development, transition planning, and contract startup activities.
• Build, mentor, and lead high-performing project controls teams while promoting a culture of accountability, compliance, operational excellence, and continuous improvement.

Required Qualifications and Experience:

• 10+ years of progressive experience leading project controls, program financial management, and government contracting operations.
• Extensive experience supporting federal construction, professional services, and multi-award contract environments.
• Advanced expertise with Deltek Costpoint, project accounting, contract funding management, and financial reporting.
• Proven leadership experience within Alaska Native Corporation (ANC), Tribal, or federal contracting organizations.
• Strong knowledge of FAR, DFARS, CAS, DCAA, and DCMA compliance requirements.
• Demonstrated success managing large-scale contract portfolios, financial performance, and cross-functional project teams.
• Advanced analytical and financial modeling capabilities utilizing Microsoft Excel and enterprise reporting systems
