Director of Programs
Position Summary

The Director of Programs is responsible for the leadership, management, and oversight of all direct service programs operated by Tracy Community Connections Center (TCCC). This position ensures programs are delivered effectively, efficiently, and in alignment with the organization's mission, strategic priorities, and service standards.

The Director of Programs provides supervision and support to program managers, coordinators, supervisors, and frontline staff while maintaining accountability for program operations, service delivery, staff performance, client outcomes, and program growth.

The Director of Programs works closely with the CalAIM & Grant Compliance Manager, Grant Writer, Finance Manager, and Executive Director to ensure programs achieve performance goals while meeting documentation, compliance, and funding requirements.
Essential Duties and Responsibilities
Program Leadership and Operations

Provide leadership, direction, and oversight for all TCCC direct service programs, including but not limited to:
  • Housing Navigation Services
  • Housing Tenancy and Sustaining Services
  • Transitional Rent Services
  • Case Management
  • Street Outreach Services
  • Mobile Shower Program
  • Mobile Laundry Program
  • Sutter Recuperative Care Program
  • Emergency Housing Assistance Programs
  • Future programs and contracts as assigned

Ensure programs operate effectively, efficiently, and in accordance with organizational policies and service standards.

Develop, implement, and continuously improve program workflows, procedures, and service delivery models.

Monitor program capacity and staffing needs and recommend improvements to enhance service delivery and client outcomes.

Identify opportunities for program expansion, innovation, and community impact.
Staff Supervision and Accountability

Provide direct supervision to program managers, supervisors, coordinators, case managers, outreach staff, shower and laundry operators, and other assigned personnel.

Responsibilities include:

  • Performance evaluations
  • Coaching and professional development
  • Corrective action and performance improvement plans
  • Staff retention and engagement efforts

Establish clear productivity expectations and performance standards.

Monitor staff performance, workloads, caseloads, and service delivery expectations.

Address performance concerns promptly and consistently.

Promote a culture of accountability, professionalism, teamwork, and client-centered service.
Weekly Program Oversight

Conduct regular review and monitoring of program operations including:
  • Weekly supervision meetings with direct reports
  • Weekly review of staff productivity
  • Weekly review of caseloads and service delivery targets
  • Weekly review of client outcomes and program performance
  • Weekly review of staffing schedules and coverage needs
  • Weekly review of incidents, client concerns, and operational challenges
  • Weekly leadership meetings with program supervisors and managers

Develop action plans and follow-up strategies to address operational challenges and performance gaps.
Program Performance and Outcomes

Establish and monitor key performance indicators for all programs.

Track and evaluate:
  • Client engagement
  • Housing placements
  • Housing retention
  • Outreach contacts
  • Recuperative care outcomes
  • Program utilization
  • Service delivery benchmarks
  • Staff productivity

Utilize data to improve program effectiveness and client outcomes.

Develop and implement strategies to improve performance when goals are not being met.

Work collaboratively with the CalAIM & Grant Compliance Manager to address documentation deficiencies and operational barriers affecting program performance.
Quality Improvement

Promote a culture of continuous improvement throughout all programs.

Review program data, client feedback, staff feedback, and operational trends to identify opportunities for improvement.

Implement corrective actions and workflow enhancements as needed.

Ensure staff maintain high standards of professionalism, customer service, and client engagement.

Participate in quality improvement initiatives and support organizational performance goals.
Community Partnerships and External Relations

Develop and maintain collaborative relationships with:
  • Hospitals and healthcare providers
  • Managed Care Plans
  • Community-based organizations
  • Housing providers
  • Local government agencies
  • Referral partners
  • Funders and stakeholders

Represent TCCC as needed at meetings, coalitions, community events, and partner gatherings.

Support development of new partnerships that strengthen service delivery and client outcomes.
Cross-Department Collaboration

Work closely with the CalAIM & Grant Compliance Manager to ensure programs maintain required documentation standards and contract performance expectations.

Partner with the Finance Manager to support responsible budget management and resource allocation.

Collaborate with Executive Leadership and Grant Writer on strategic planning, program development, and organizational growth initiatives.

Support implementation of new programs, contracts, and service models.

Requirements

Qualifications
Education

Bachelor's degree in Social Work, Human Services, Public Administration, Healthcare Administration, Business Administration, or related field required.
Experience

Minimum five (5) years of progressively responsible leadership experience in nonprofit, healthcare, housing, homelessness services, behavioral health, or related field.

Minimum three (3) years of staff supervision and program management experience.

Experience managing multidisciplinary teams and multiple programs simultaneously.

Work Environment:
  • This position requires working in an office setting with occasional travel
  • Interaction with clients experiencing housing instability and other challenges is frequent.

Working Conditions
  • None: The worker is not substantially exposed to adverse environmental conditions (as in typical office or administrative work).

Physical Requirements

Sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
