Position Summary:
The Director of Preconstruction and Estimating will set policies and establish guidelines & protocols for all Preconstruction and Estimating work pursued by KBE; manage the preconstruction/estimating process on all projects pursued. This position assists in the implementation and periodic update of the strategic course set in KBE's Business plan. This individual will strengthen existing & establish new client/designer/ subcontractor relationships, create & track new and known preconstruction and estimating opportunities, and be responsible for the preparation and follow-up of KBE's preconstruction and estimating submissions as assigned.
Supervisory Responsibilities:
Develop talent and manage all aspects of preconstruction and estimating personnel staffing. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; recommending compensation and rewards (bonus/ promotion considerations); creating development plans; disciplining employees; addressing complaints and resolving problems.

As a member of the KBE management team, the Director of Preconstruction and Estimating will:
- Participate in overall corporate planning and project budgeting activities for department.
- Work to "Cultivate Our People" by actively training and mentoring to KBE Preconstruction and Estimating Staff.
- Attend and participate in bi-annual management meetings.
Management Responsibilities:
Appoint or hire staff to ensure preconstruction success.
- Work to identify and formalize appropriate staff skill sets to support KBE present and future growth.
- Assess current staff to identify gaps in skill sets/performance and recommend appropriate changes, including the development of those with potential.
- Assist in sourcing and hiring qualified individuals to advance KBE's preconstruction and estimating initiative.
Make effective preconstruction and estimating training a priority.
- Develop and implement written Training Protocols for all tasks and processes utilized in each delivery method.
- Develop and implement a structured training program for individuals to ensure that necessary skill sets are clearly defined, effectively taught, and regularly evaluated.
- Develop and publish Lessons Learned from KBE's successes and failures in each pursuit.
Procurement Phase Services: During the process of a pursuit:
- Collaborate with the Director of Procurement to select a design team (if needed) that is best suited for the particular project.
- For design build projects only, support the negotiation of all terms and conditions of the designer contract in conjunction with Director of Procurement and Legal department.
- Understand requirements of the solicitation in order to ensure that KBE's submission is in full compliance with the requirements.
- Collaborate with the Director of Procurement to ensure that KBE team members are involved: information gathering events, pre-proposal conferences, in-house team meetings, and team meetings with designers are occurring to proactively keep the entire Team focused and on schedule.
- Manage/supervise the solicitation process ensuring accurate and timely preparation of submissions including components prepared by the Preconstruction/Estimating Department.
- Prepare and/or provide signoff on cost estimates/pricing, qualification & exclusions, schedules, site specific construction related information/analysis, and designer provided documents (drawings, specifications, & narratives) needed to support these submissions and to protect profitability.
- Present final draft of these submission components to SMT member in charge of the project for discussion/ final signoff prior to submission release.
- Create, manage, participate, and debrief on client interviews and presentations.
- Initiate and participate in client debriefs to integrate lessons learned in future submittals.
Preconstruction/ Estimating Phase Services:
Once a project is secured, responsibility to manage/supervise the Preconstruction/ Estimating Phase Services.
- Manage the KBE team assigned to the project outlining roles, services required, and deadlines.
- Attend meetings, as needed, for assigned projects, with the design team and client.
- Act as a client liaison until the project is transferred to Operations, then stay in contact with the owner to foster relationships.
- Assist Operations and Precon staff in developing project specific bid packages for various trades, incorporating all applicable program requirements: scope of work, schedules, insurances, bonds, unit prices, supplemental bids, alternates and/or allowances.
- Manage the preparation and coordination of all turnover documentation. Facilitate the turnover meeting with Operations.
Hard Bid pursuits: manage/supervise the Estimating Phase Services
- Manage the KBE team assigned to the project outlining roles, services required, and deadlines.
- Attend meetings, as needed, for assigned projects, with the design team and client.
- Prepare and/or provide signoff on cost estimates/pricing, qualification & exclusions, schedules, needed to support these submissions and to protect profitability.
- Present final draft of these submission components to SMT member in charge of the project for discussion/ final signoff prior to submission release.

Construction Phase Services:
The length and depth of involvement of the Manager of Preconstruction and Estimating Services in the construction phase will vary project to project depending upon the complexity, size and overlap of the preconstruction, estimating and construction phases.
- Support Operations and Preconstruction staff during construction in regard to the decisions and commitments made by KBE during the solicitation and preconstruction and estimating phase.
Education, Experience, and Qualifications:
- Bachelor's Degree and 10+ years of related experience
- Strong Communication Skills
- The ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public
- Negotiation skills
- Proficiency required in the use of the following software: MS Office Suite (PP, EXCEL & WORD).
