Industry Context: Community Development District (CDD) management under Florida Chapter 190 - special districts responsible for financing, constructing, operating, and maintaining community-wide infrastructure

About the Role

Inframark is the largest CDD management firm in Florida, serving Community Development Districts under Chapter 190 - special districts governed by elected Boards of Supervisors that finance, construct, operate, and maintain community-wide infrastructure such as roads, stormwater systems, and amenities. The Director of Operations will lead the full CDD services organization, overseeing six functional department heads (District Services, Maintenance, Field Services, Administration, Amenities, and Business Development) to ensure consistent, compliant, high-quality service delivery across the district portfolio. This is a hands-on operating leadership role: building cross-functional alignment among department heads, owning portfolio-wide performance, and serving as the VP's operating partner on growth and service quality.

Key Responsibilities

  • Lead and align six department heads - District Services, Maintenance, Field Services, Administration, Amenities, and Business Development - into a single, coordinated operating team
  • Own end-to-end service delivery across the CDD portfolio: district governance support, field/maintenance execution, amenity operations, and administrative/records compliance
  • Ensure compliance with Florida Chapter 190 governance requirements across all managed districts (Board meetings, records custodianship, public records requests, election cycles)
  • Partner with the Director of Business Development on new district wins, RFP responses, and onboarding of newly formed or newly awarded districts
  • Set portfolio-wide performance standards and KPIs for maintenance, field services, and amenity operations; hold department heads accountable to them
  • Own budget and fiscal performance across the CDD services organization in partnership with the Director of Administration, Management and Finance
  • Resolve cross-departmental bottlenecks (e.g., maintenance vs. field services handoffs, amenities vs. administration coordination)
  • Serve as an escalation point for Boards of Supervisors on service issues that span multiple departments
  • Report portfolio performance, compliance risk, staffing needs, and growth pipeline to the VP

Required Qualifications
  • 8-12+ years in CDD/special district management or closely related municipal infrastructure/community operations but not required
  • 3-5+ years leading multiple functional leaders or department heads (not just individual district/property managers) in a multi-disciplinary operations structure
  • Deep familiarity with Florida Chapter 190 CDD governance - Board of Supervisors relations, public meetings, records/compliance administration
  • Experience owning P&L or budget performance across a multi-department or multi-site organization
  • Demonstrated ability to manage through department heads rather than direct field execution - a true second-layer operating leader
  • Comfortable as a senior escalation point in front of elected boards and clients

  • Prior experience specifically managing a CDD services organization with separated functional departments (vs. a generalist property/community manager background)
