Job Description

Serve as the institution's Designated Officer and Title IX Coordinator, providing leadership and oversight of equal opportunity, civil rights compliance, nondiscrimination, and Title IX programs in accordance with Minnesota State policies and applicable federal and state laws.

Serve as the primary intake and resource officer for students and employees reporting discrimination, harassment, retaliation, sexual misconduct, bias incidents, and other civil rights concerns; assess reports, explain available options and resources, coordinate supportive measures, and facilitate appropriate referrals.

Determine the applicability of institutional policies and procedures and coordinate complaint response, resolution, and referral processes consistent with legal and institutional requirements.

Coordinate and support investigations involving discrimination, harassment, retaliation, sexual misconduct, and HR-related matters as assigned by the CHRO; gather and evaluate evidence, maintain investigative records, and prepare findings, reports, and recommendations.

Ensure complaint resolution and investigative processes are conducted in a fair, impartial, timely, equitable, and trauma-informed manner consistent with applicable laws, regulations, and institutional policies.

Monitor and ensure compliance with federal and state civil rights laws and regulations, including Title IX, Title VI, Title VII, ADA, Section 504, Clery Act requirements, and related nondiscrimination obligations; oversee compliance with corrective actions, settlements, and resolution agreements.

Maintain confidential and accurate case records, data, reports, and documentation; prepare and submit required institutional, system, state, and federal reports, including Clery, Minnesota Office of Higher Education, security, and sexual assault reporting requirements.

Provide consultation and guidance to faculty, staff, administrators, and students regarding civil rights compliance, discrimination concerns, complaint procedures, policy interpretation, risk mitigation, and best practices.

Develop, coordinate, and deliver training, education, prevention, and awareness programs related to equal opportunity, discrimination and harassment prevention, retaliation, Title IX, ADA, diversity, equity, inclusion, and employee reporting responsibilities; oversee the training and designation of investigators, decision-makers, and others involved in complaint resolution processes.

Partner with campus leaders to develop, implement, assess, and improve policies, programs, and initiatives that promote equity, inclusion, equal opportunity, and a respectful learning and work environment.

Lead and facilitate the Bias Incident Response Team (BIRT), ensuring timely review of reported incidents, assignment of action items, coordination of response efforts, and implementation of prevention strategies.

Supervise assigned investigators, monitor caseloads and investigative practices, and ensure timely, fair, and compliant resolution of complaints.

Analyze programs, policies, operations, and emerging compliance requirements; identify opportunities for improvement, recommend solutions, and implement changes that support institutional goals and legal obligations.

Advise university leadership on civil rights compliance, equity, inclusion, and nondiscrimination matters; serve on institutional committees, task forces, and workgroups as assigned.

Minimum Qualifications

  • Bachelor's degree in a related field and five (5) years of professional experience in Title IX, equal opportunity, civil rights compliance, workplace investigations, or a related area.


  • Knowledge of applicable federal and state employment and civil rights laws, regulations, and investigative practices, including Title VII, Title IX, the Civil Rights Act of 1964, ADA, FMLA, Clery Act, FLSA, and related nondiscrimination requirements.


  • Experience managing sensitive complaints and conducting intake assessments, investigations, and complaint resolution processes involving discrimination, harassment, retaliation, sexual misconduct, or other workplace and civil rights concerns.


  • Demonstrated ability to build trust, maintain confidentiality, exercise sound judgment, and handle complex and sensitive matters with objectivity, discretion, and professionalism.


  • Demonstrated commitment to and competency in diversity, equity, inclusion, and belonging (DEIB), with experience advancing inclusive practices and supporting organizational diversity initiatives.


  • Strong interpersonal, communication, conflict resolution, and collaborative leadership skills, with the ability to work effectively with diverse constituencies, facilitate difficult conversations, and respond to complex organizational and community concerns.


  • Ability to communicate effectively and build productive relationships with employees, students, leadership, external partners, and federal and state compliance agencies.


  • Demonstrated ability to manage multiple priorities simultaneously, work independently, exercise sound judgment, and effectively organize and prioritize competing demands.


Other Requirements

Occasional overnight travel and flexible schedule to accommodate needs of the University.
