Selected candidates will be notified no later than Wednesday, August 19, 2026, at 5:00 p.m.How You'll ContributeAs the Director of Library Services, you'll provide strategic leadership and day-to-day direction for the Library by aligning services, staff, and resources with the goals of the Library Board of Trustees, City Council, and community. You'll guide and support employees across service areas, ensure sound fiscal and operational management, and promote responsive, high-quality library services. Through collaboration, long-range planning, community engagement, and thoughtful stewardship of public resources, you'll help shape the Library's vision while ensuring it remains accessible, innovative, and accountable to the residents it serves.
Essential Duties - Provide overall leadership, direction, and strategic vision for the Library in alignment with the Library Board of Trustees and City priorities
- Manage day-to-day library operations through subordinate coordinators and managers across all service areas
- Develop, implement, review, and enforce policies of the Library Board of Trustees, the Library, the City, and applicable labor agreements
- Direct, evaluate, and manage library staff, including hiring, discipline, performance management, staff development, and succession
- Prepare, administer, and monitor the Library's annual budgets, including operating, trust, and foundation funds
- Lead long-range planning efforts and ensure annual goals and objectives are established, achieved, and reported using best practices
- Ensure compliance with all local, state, and federal laws, regulations, and professional standards
- Serve as advisor to the Library Board of Trustees by providing analysis, recommendations, statistics, and reports on library operations
- Represent the Library within the community and serve as an advocate and liaison to media, partner organizations, and regional library groups
- Identify, plan for and oversee facility and equipment needs
- Lead efforts to maintain outstanding and responsive customer service and patron satisfaction across all areas of library operations

Qualifications Knowledge, Skills, and Abilities- Comprehensive knowledge of professional library practices, services, policies, and trends across all library service areas
- Strong leadership and management skills, including staff supervision, labor relations, and organizational development
- Advanced ability to plan, administer, and oversee complex budgets, financial reports, and contract administration
- Skill in strategic planning, systems analysis, and applying best practices to improve library operations and services
- Excellent communication and presentation skills for working with boards, elected officials, staff, and community groups
- Ability to analyze complex issues, interpret data, and make sound, independent decisions
- Strong interpersonal skills to build effective relationships with community partners, media, and professional organizations
- Ability to maintain confidentiality, ensure regulatory compliance, and uphold high ethical and professional standards
Education & Experience- Master of Library Science (MLS) degree from an accredited college or university preferred, with five (5) years of experience as a librarian and administrator across varied library service areas; or
- Bachelor's degree from an accredited college or university with ten (10) years of experience in a library and in an administrative role across varied service areas
- Experience with computer technology applications, financial management, and administrative practices is desirable
- Equivalent combinations of education, training, and experience that provide the required knowledge, skills, and abilities will be considered

Pension American Federation of State, County and Municipal Employees (AFSCME), non-union, and United Auto Workers (UAW) employees participate in the Illinois Municipal Retirement Fund (IMRF). Retirement benefits are based on years of service and wages earned. Employees contribute 4.5% of earnings to the pension.

That is why we offer a generous leave package to all full-time, non-probationary employees. The amount of paid time off is dependent upon the employee's position and years of service. Paid time off includes vacation, sick leave, holidays, and personal days.
Paid Parental LeaveThe City of Moline recognizes the importance of family and offers up to three (3) weeks of fully paid parental leave following the birth of a child or the placement of a child through adoption or foster care. This benefit allows employees time to bond with and care for their new family member while maintaining their regular pay. Specific eligibility and provisions may vary by employee group and are outlined in the applicable collective bargaining agreement or non-union employee handbook.
Deferred Compensation (457) & Voluntary Retirement SavingsThe City of Moline offers voluntary retirement savings programs to help employees build additional financial security beyond their pension benefits. Through the Nationwide 457 Deferred Compensation Plan, employees may contribute a flat dollar amount or a percentage of their pay each pay period. Contributions may be made on either a pre-tax basis (taxed when withdrawn) or a Roth after-tax basis (withdrawn tax-free in retirement if qualified). Unlike many other retirement accounts, 457 plans do not carry a 10% early withdrawal penalty for distributions taken before age 59½.
Employees participating in the IMRF pension system may also elect to make Voluntary Additional Contributions (VAC) of up to 10% of earnings on an after-tax basis. These contributions earn a guaranteed interest rate through IMRF and may be taken as a lump sum or converted into an additional monthly annuity at retirement.
Flexible Spending PlanThrough the flex plan, using pretax dollars, employees can pay their portion of their health insurance premiums and qualified medical, dental, vision, and day care expenses. Employees are eligible to participate in the plan on the first of the month following a 30-day waiting period.
Employee Assistant Program (EAP)The City of Moline provides a free and confidential Employee Assistance Program (EAP) through Employee & Family Resources for employees and their household family members. The program offers up to six counseling or life coaching sessions per year, along with financial and legal consultations, child and elder care resources, identity theft support, and access to an anonymous online peer support community.
Life InsuranceThe City of Moline offers voluntary life insurance options to help employees provide financial protection for their families. Employees participating in the IMRF pension may enroll in a Group Decreasing Term Life Insurance plan through NCPERS, which includes Accidental Death & Dismemberment (AD&D) coverage and optional coverage for spouses/domestic partners and eligible dependent children. Employees may also elect Supplemental Term Life Insurance through MetLife, with coverage available up to five times an employee's annual salary (guaranteed issue up to $100,000). Premiums are payroll-deducted, and coverage may be continued if employment with the City ends.
