Full Job Description
This is a high-level administrative position that is responsible for providing leadership and management of staff personnel activities in a highly complex healthcare and public health environment, on diverse issues, many confidential in nature. The position reports directly to the Executive Assistant Dean and is responsible for human resource matters and ensuring oversight and compliance with personnel activities within the school. This position is expected to exercise strategic initiative and exceptional judgement to identify potential issues of concern and recommend solutions to achieve desired outcomes and to maximize organizational excellence. The position interacts closely with hospital leadership, associate deans, chairs, program directors, unit managers and supervisors providing policy-driven oversight and support related to staff personnel. This position keeps abreast of changing state and federally mandated laws/policies and healthcare and public health related regulations that govern the employment of the WSVM workforce. The incumbent contributes to accomplishment of the school's strategic plan and objectives through identification of operational and workforce problems and mobilizes internal HR partners to solve. The positions responsibilities cover several of the following: recruitment, compensation, employee relations, labor relations, payroll, benefits, shift differential management, training and development, and visa procurement.

  • Bachelor's degree in related area and / or equivalent experience / training
  • Management experience to be an effective leader in the areas of human resources, business operations in a veterinary, healthcare or public health environment, and communications.
  • Experience interpreting and implementing staff and human resources practices, policies, and procedures in a university setting.
  • Experience interpreting and applying state and federal laws and regulations relating to employment, wage and hour (compensation), employee relations, employee benefits, employee health, affirmative action/equal opportunity, employee development and other human resources functions.
  • Experience employing change management in the implementation of new regulatory requirements, business processes and/or automated systems.
  • Management experience to be an effective leader in the areas of human resources, business operations in a veterinary, healthcare or public health environment, and communications.
  • Experience interpreting and implementing staff and human resources practices, policies, and procedures in a university setting.
  • Experience interpreting and applying state and federal laws and regulations relating to employment, wage and hour (compensation), employee relations, employee benefits, employee health, affirmative action/equal opportunity, employee development and other human resources functions.
  • Leadership and team building skills demonstrated through past performance to recruit, train, evaluate, motivate, resolve problems/conflicts, conduct performance management, and build effective service-oriented, team environment.

Preferred Qualifications
  • Master's degree in Business Administration, Human Resources Public Health, or Public Policy, or equivalent experience/training.
  • Experience with UC clinical operations, academic and staff policy and procedures.
  • Experience leading business- process improvement, organizational-change initiatives, and financial analysis as it relates to operations.
  • Senior-level management experience to analyze big picture and complex information or problems in an objective manner and derive logical conclusions to provide a sound basis for making decisions and establishing priorities, selecting appropriate courses of action for pursuit or recommendations to others, and to resolve conflicts.
  • Familiarity with staff personnel, collective bargaining, and student employment regulations in a clinical, public health, and academic environment.

Department Overview

The Weill School of Veterinary Medicine (WSVM) is a large academic unit on the UC Davis campus, and the #1 ranked school of veterinary medicine in the country. The WSVM includes approximately 200 Senate faculty, 160 Emeritus faculty, 70 Academic Federation faculty and members, 50 postdoctoral scholars, 630 professional students, 160 graduate students, over 130 residents, and over 1,100 staff members. The SVM has two professional programs (the Doctor of Veterinary Medicine and the Master of Preventive Veterinary Medicine Program) and four Graduate Groups. The school comprises six academic departments, twelve research centers/institutes/laboratories, a dean's office (with 11 units), and one Veterinary Medicine Teaching Hospital. The annual SVM budget is $330 million including approximately $60 million in extramural expenditures. More than 900,000 square feet of teaching, research, and clinical space are assigned to the school and under the school's management, across five different locations throughout the state including San Diego, Turlock, Tulare, and San Bernadino.
