Salary: Approximately $150,000, commensurate with experience and qualifications
POSITION SUMMARY
The Easton, Redding and Region 9 School Districts seek an experienced, collaborative, and highly organized Director of Human Resources to provide leadership for the districts' human resources operations and serve as a member of the Superintendent's leadership team.
The Director is responsible for recruitment and retention, staffing, employee relations, labor relations, supervision and evaluation, compensation and benefits administration, personnel systems, and compliance with applicable laws, regulations, Board policies, and collective bargaining agreements.
A key responsibility of the position is maintaining accurate and reliable employee information. The Director works closely with the Assistant Superintendent of Finance, Operations and Technology and the Payroll Manager to ensure that employee compensation, benefits, timekeeping, and personnel changes are accurately maintained and communicated for payroll processing.
KEY RESPONSIBILITIES
Human Resources Leadership & Staffing
- Lead district-wide recruitment, hiring, onboarding, retention, and personnel administration for certified and non-certified employees.
- Collaborate with administrators to identify staffing needs and ensure personnel assignments support instructional programs and student services.
- Maintain accurate information regarding employee positions, assignments, FTE, employment status, certification, and other personnel matters.
- Advise the Superintendent and administrators regarding personnel practices, employee performance, staffing, and organizational needs.
Employee & Labor Relations
- Interpret and administer collective bargaining agreements, individual employment contracts, Board policies, and personnel procedures.
- Assist the Superintendent with collective bargaining, grievances, employee relations, and other labor matters.
- Provide guidance to administrators regarding supervision, evaluation, documentation, performance management, and personnel concerns.
- Promote consistent and effective Human Resources practices throughout the districts.
Compensation, Benefits & Payroll Coordination
- Oversee the accuracy of employee compensation information, including salaries, hourly rates, salary schedules, step placement, stipends, assignments, and employment changes.
- Ensure employee timekeeping, attendance, leave, overtime, and related information is accurately maintained through district systems, including Red Rover.
- Oversee employee benefits administration and ensure benefit elections and changes are accurately recorded and communicated.
- Ensure that new hires, separations, leaves, assignment changes, salary adjustments, stipends, and other personnel actions affecting compensation are communicated accurately and timely.
- Work closely with the Assistant Superintendent of Finance, Operations and Technology and Payroll Manager to ensure Finance and Payroll receive accurate, complete, and current employee information.
- Collaborate with Finance and Payroll to research and resolve discrepancies involving compensation, benefits, timekeeping, deductions, or employee records.
Compliance, Systems & Process Improvement
- Ensure compliance with applicable state and federal employment laws, educator certification requirements, Board policies, and personnel regulations.
- Maintain appropriate personnel records and ensure confidentiality and security of employee information.
- Oversee Human Resources information systems and workflows to promote accurate and timely employee information.
- Develop and maintain effective HR procedures, timelines, internal controls, and approval processes.
- Identify opportunities to improve HR systems, strengthen internal controls, and increase the accuracy and efficiency of personnel processes.
QUALIFICATIONS
Required
- Connecticut Intermediate Administrator and Supervisor Certificate (092).
- Master's degree in educational leadership, administration, Human Resources, or a related field.
- Demonstrated experience in educational leadership, supervision, personnel administration, or district-level administration.
- Knowledge of employment laws, personnel practices, employee supervision, and Human Resources administration.
- Strong organizational, analytical, interpersonal, and communication skills.
- Ability to manage confidential and sensitive personnel matters with discretion and sound judgment.
Preferred
- Experience in school district Human Resources leadership.
- Experience supervising and evaluating certified and non-certified employees.
- Experience with labor relations, collective bargaining, and contract administration.
- Experience administering employee compensation, benefits, HR information systems, and timekeeping systems.
- Experience interpreting collective bargaining agreements, salary schedules, and employment contracts.
- Experience with Red Rover or a comparable Human Resources/timekeeping system.
