POSITION SUMMARY
The Director of Human Resources & Business Operations is a senior leadership position responsible for overseeing the district's human resources, payroll, business operations, financial administration, compliance, and organizational systems. This role ensures efficient and compliant operations while supporting the district's mission, strategic goals, and long-term sustainability. The Director serves as a key advisor to district leadership, providing expertise in personnel management, financial operations, payroll administration, compliance, budgeting, and organizational effectiveness. The position is responsible for developing systems and processes that promote operational excellence, fiscal stewardship, and a positive employee experience.
KEY RESPONSIBILITIES AND DUTIES
Human Resources Leadership
  • Lead all human resources functions, including recruitment, onboarding, credential/employee verification, employee retention, and offboarding.
  • Maintain employee data in the HRIS (Human Resources Management System).
  • Develop, implement, and maintain HR policies, employee handbooks, and personnel procedures.
  • Ensure compliance with federal, state, local, and charter school employment regulations (e.g., I-9, DPS, Fingerprinting)
  • Maintain accurate personnel records, certification files, and documentation required for audits and reporting.
  • Advise district and school leaders on employee relations, performance management, disciplinary actions, investigations, and corrective action plans.
  • Coordinate employee evaluations and support professional development initiatives.
  • Manage employee leave programs, workers' compensation claims, unemployment claims, and accommodations.
  • Create and update job descriptions and postings.
  • Promote a positive workplace culture that supports employee engagement, retention, and organizational effectiveness.
  • Maintain confidentiality of employee information and sensitive personnel matters.
    Payroll & Benefits Administration
  • Oversee and process payroll for all employees, ensuring accuracy, timeliness, and compliance.
  • Review time records, leave balances, stipends, supplemental pay, and payroll adjustments.
  • Administer employee benefits programs, including health insurance, retirement plans, leave programs, and open enrollment.
  • Manage payroll deductions, benefits withholdings, retirement contributions, and garnishments.
  • Reconcile payroll, benefits invoices, and related financial records.
  • Ensure compliance with payroll tax regulations and reporting requirements.
  • Coordinate year-end payroll reporting, including W-2 preparation and related filings.
  • Serve as the primary liaison with payroll vendors, retirement providers, insurance brokers, and third-party administrators.
  • Maintain confidentiality of payroll and compensation data.
    Payroll & Benefits Administration
  • Support development, implementation, and monitoring of the district's annual operating budget.
  • Prepare and analyze financial reports for leadership and the Board of Directors.
  • Monitor revenues, expenditures, cash flow, and budget performance.
  • Oversee and process accounts payable, reconciliation, procurement, purchasing, vendor management, and contract administration.
  • Establish and maintain effective internal controls and financial procedures.
  • Coordinate annual audits and serve as the primary liaison with auditors and financial consultants.
  • Assist with grant budgeting, expenditure tracking, and financial reporting requirements.
  • Maintain financial documentation and records in accordance with applicable standards and regulations.
  • Implement efficient systems for purchasing, expense management, and operational reporting.
    Compliance & Risk Management
  • Ensure compliance with charter contracts, authorizer requirements, board policies, and applicable state and federal regulations.
  • Coordinate required reporting (e.g., PEIMS) related to HR, payroll, financial operations, and staffing.
  • Support preparation for monitoring visits, charter renewals, audits, and compliance reviews.
  • Maintain records and documentation necessary for regulatory and accreditation requirements.
  • Administer insurance programs, including employee benefits, workers' compensation, liability, and property coverage.
  • Develop and refine operational procedures to ensure accountability, transparency, and regulatory compliance.
  • Monitor changes in employment, payroll, and charter school regulations and implement necessary updates.
    Leadership & Strategic Support
  • Serve as a member of the school's leadership team.
  • Partner with administrators to anticipate staffing, budgeting, and operational needs.
  • Present financial, operational, and workforce reports to the Superintendent and Board of Directors.
  • Assist in long-range planning, organizational development, and continuous improvement initiatives.
  • Develop recommendations that support strategic decision-making and organizational sustainability.
  • Foster a culture of service, integrity, accountability, and operational excellence.

    QUALIFICATIONS
  • Minimum of a Bachelor's degree from an accredited college or university; Master's degree preferred.
  • Minimum 2 years experience in applicable area.
  • Experience in a public school district or charter, education service center, institution of higher education, or other educational setting preferred.
  • Experience working with a wide range of populations: personnel, students, parents, and other stakeholders.
  • Experience managing public school payroll, employee benefits, compliance, and business operations preferred.
  • Experience with public school audits, budgeting, and financial reporting preferred.
    OTHER POSITION REQUIREMENTS
  • Ability to adjust the eye to bring an object into focus; judge distance (close and distant); reach with arms extended and use hands to manipulate the keyboard, smart board and other office/classroom technology.
  • Ability to lift/carry up to 25 pounds, including but not limited to: books, paper and office materials/supplies.
  • This position requires frequent standing, walking, sitting, bending, kneeling and/or the ability to be mobile.
  • This position may require prolonged or irregular hours.
  • Maintain emotional control under stress.
  • Ability to travel throughout the district and city as needed by means of personal/private or public transportation in compliance with the state's department of motor vehicle and/or public transportation laws.
  • Ability to communicate effectively in English both written and oral forms with all levels of management, both internal and external to the district.
