Full Job Description
Academic Req: Bachelor's degree in accounting, finance, public administration, or a business related field is required. A CPA, CMA, or MBA is preferred. Candidates without a degree must demonstrate extensive leadership experience in nonprofit financial management, federal grant fiscal monitoring, or state fiscal grant monitoring.

Certifications: Certified Public Accountant (CPA), or certified grants management system (CGMS) are highly desirable. Must be willing to complete additional training to support regulatory compliance.

Work Experience: Minimum of 5-10 years of progressively responsible financial management experience. At least 2 years must include direct experience in nonprofit fiscal management or school finance.

Summary: The Director of Finance supports the President in both daily operations and incident-specific situations, serving as the senior financial leader responsible for managing all

budgets, fiscal operations, and compliance across federal and state programs. The Director is a core member of the executive leadership team.

This position must be capable to travel and represent INK in the same manner as the Executive Vice President, and President. The Director of Finance must be able to present, meet with, and effectively articulate the mission, financial capacity, and scope of INK to external stakeholders. This role carries business development expectations and measurable objectives for expanding section capacity, building specialized financial expertise, and contributing to the growth of INK's scope and footprint and scope of National EMR to external stakeholders. Critical Action Items & Measurable Deliverables:

1. Serve as a Director as required, traveling as needed to represent INK at the highest levels with public and private partners, elected officials, and national stakeholders.

2. Actively contribute to the expansion of INK's scope and footprint through business development activities, relationship-building, and strategic outreach to new partners and clients.

3. Lead the growth of the Finance Section by recruiting additional personnel, developing new capabilities, building team skills, and increasing retention and operational depth when expansion is required.

4. Serve as the lead Finance representative to oversee cost tracking and compliance with fiscal policy.

5. Develop standard operating procedures and training for the Finance department, including incident accounting protocols and tools.

6. Maintain awareness of financial developments in The Office of Head Start (OHS) and state level programs, and share intelligence with the executive leadership team.

7. Develop and management budgets and fiscal documentation in support of contracts, grants, and agency-wide financial plans; ensure all budgets are aligned with operational strategies and compliant with federal and state fiscal requirements.

8. Support program data analysis and reporting through financial documentation and dashboards.

9. Communicate observations and recommendations for improving fiscal systems and contract performance.

10. Contribute to the sustainability of INK and human services initiatives through sound financial planning.

11. Ensure burn rates and costs are tracked, reconciled, and accurately reported.

12. Submit all project deliverables, including budgets, narratives, and fiscal reports, on time and in compliance with contracts.

13. Ensure financial documentation aligns with federal, state, and local law and grant/contract guidance.

14. Prepare and review invoicing for all programs to ensure accuracy and reimbursement eligibility.

15. Maintain daily contact with executive leadership to coordinate fiscal administration, documentation, and approvals.

16. Participate in long- and short-term financial planning and service expansion efforts for the division.

17. Administer financial operations related to contracts, leases, and agreements.

18. Oversee projects and deliverables to ensure operational readiness, contract compliance, and measurable outcomes.

19. Participate in the development of proposals, scopes of work, and supporting documentation for new and existing projects, including cost estimates and staffing plans.

Requirements:

1. In-depth understanding of Generally Accepted Accounting Principles (GAAP), public Administration.

2. Experience with federal and state financial systems, grant compliance, and contract cost tracking.

3. Ability to develop and manage budgets, invoicing, and financial documentation for large-scale operations.

4. Skilled in analyzing cost data, generating financial reports, and audits.

5. Ability to evaluate fiscal risks, recommend corrective actions, and implement financial controls.

6. Proficient in Excel and financial software tools used for tracking, reconciliation, and analysis.

7. Demonstrated ability to work independently and prioritize competing financial and operational demands.

9. Proven ability to lead under pressure, manage teams, and maintain accountability in hightempo environments.

10. Proficiency in Microsoft Office, tracking platforms, and communications systems.

11. Excellent verbal and written communication skills, including reporting and documentation.

12. Physical ability to work in on-site and field conditions, including lifting 60lbs

13. Ability to work independently and as part of a multidisciplinary team, exercising sound judgment in dynamic, resource-constrained environments.

14. Must be legally authorized to work in the U.S., hold a valid driver's license, and pass a federal background check.
