DIRECTOR OF FACILITIES MANAGEMENT

Job Summary:

Reporting to the Vice President of Facilities, the Director of Facilities serves as the department's lead project manager, overseeing multiple projects simultaneously from planning through completion. This position works closely with architects, engineers, consultants, contractors, vendors, and agency leadership to ensure projects are completed safely, on time, within budget, and in compliance with all regulatory requirements. The Director of Facilities will also assist the Vice President in facility planning, budgeting, procurement, and strategic initiatives while helping ensure the agency's buildings remain safe, functional, and well maintained.

Duties & Responsibilities:

Project Management
  • Lead and manage multiple capital improvement, renovation, and construction projects across all agency facilities.
  • Develop project scopes, budgets, schedules, and implementation plans.
  • Coordinate all phases of projects from concept through completion.
  • Track project milestones, budgets, schedules, and deliverables.
  • Identify project risks and implement solutions to keep projects on schedule.

Contractor & Vendor Management
  • Develop Requests for Proposals (RFPs), bid packages, and project specifications.
  • Solicit, evaluate, and recommend contractor and vendor proposals.
  • Coordinate architects, engineers, consultants, contractors, and specialty vendors.
  • Monitor contractor performance, project quality, and compliance with contract requirements.
  • Review invoices, change orders, and payment applications.

Facilities Planning & Operations
  • Assist in developing short- and long-term capital improvement plans.
  • Conduct facility assessments and identify repair and replacement priorities.
  • Partner with maintenance staff to coordinate repairs and minimize operational disruptions.
  • Support emergency repairs and facility-related incidents when necessary.
  • Work with Facilities Team to ensure monthly inspections are completed timely.
  • Other related projects as assigned.

Regulatory Compliance
  • Ensure projects comply with all applicable federal, state, and local regulations, including building codes, life safety requirements, OSHA standards, ADA requirements, and agency-specific regulations.
  • Coordinate permits, inspections, and occupancy approvals.
  • Maintain accurate project documentation and regulatory record


Education & Experience

Education & Experience:
  • Bachelor's degree in Construction Management, Engineering, Facilities Management, Architecture, Business Administration, or a related field (or equivalent experience).
  • Minimum of seven years of progressively responsible experience managing facilities, construction, or capital improvement projects.

Knowledge, Skills & Abilities:
  • Strong project management skills with experience managing multiple concurrent projects.
  • Knowledge of building systems, preventive maintenance, and regulatory compliance.
  • Excellent leadership, communication, and organizational skills.
  • Proficiency with Microsoft Office and project management software.
  • Valid driver's license and the ability to travel between agency locations.

  • Prolonged periods of sitting at a desk and working on a computer.
  • May be required to lift up to 25 pounds or more.
  • Required to commute to other agency locations as needed.
