RESPONSIBILITIES: Provides daily direction, supervision and annual written performance evaluation for each maintenance staff member with appropriate input from the principals. Represents the Superintendent in matters relating to safety, project inspection and building compliance with stated regulations. Advises the Director of Financial Operations in the acquisition of materials, supplies and equipment necessary for the operation of the school district by obtaining quotations and assuring complete delivery of materials in a timely manner. Prepares, reviews, and controls budget for facilities equipment, cleaning supplies, and building materials to ensure cost effectiveness. Prepares financial projections for expenditures to assist in the analysis of the budget. Monitors energy usage and manages resources to ensure efficient operation of all school facilities. Develops and maintains a comprehensive program of custodial and maintenance work to be accomplished. Directs and monitors progress through completion. Provides the Administrative Council and School Committee with monthly and annual reports on project activities. Coordinates the establishment of a system-wide process for inventory control with the Administrative Council and incorporates modifications to the program on an annual basis to maintain appropriate levels and effective use of supplies. Develops the capital improvement plans for all school department facilities based on input from the Administrative Council and SIT teams from each building, maintains ongoing records to ensure the plan is updated and new projects are included and advises the Superintendent and the School Committee of construction and renovation needs. Completes grant applications for funding of school capital improvement projects, prepares cost/benefit analyses of building projects, administers grants and prepares financial reports in coordination with the Director of Financial Operations. Prepares project specifications based on needs and available funds, screens all bidders, conducts follow-up evaluation, and recommends bidders to the Superintendent for School Committee approval. Serves as the supervisor for all maintenance projects completed by outside contractors and conducts a final inspection before payment. Coordinates all construction-related activities with principals to ensure that the educational program remains undisturbed. Assures compliance with federal, state, and local codes and regulations in all matters of safety, including fire inspection, OSHA and personal liability, air and water quality, handicap access, and asbestos monitoring and removal through the preparation of required reporting documentation. Maintains ongoing maintenance records for all School department equipment and makes certain that necessary preventive maintenance is completed on schedule. Coordinates resource management with the Director of Financial Operations to ensure project activities are performed in a cost-effective manner. Oversight of the transportation system. Performs other tasks and duties as may be required by the Superintendent. SUPERVISES and EVALUATES: Assistant Director of Facilities Maintenance staff and advises principals on custodial staff in the respective buildings. Bus Monitors MINIMAL QUALIFICATIONS: The position requires working knowledge of building trades and construction techniques as well as familiarity with federal, state, and local regulations concerning the proper care and protection of public school buildings. This knowledge is typically gained through college education, and 6-10 years of construction technology, HVAC, or facilities, operations, and management is also required. The ability to use conceptual and/or abstract thinking and to articulate ideas in written reports, oral presentations, operating budgets, and recommendations. Demonstrated leadership ability within an organization requiring evaluation, supervision and management of personnel. Must be licensed, certified or certifiable in areas such as asbestos monitoring and compliance planning, environmental quality control or building technology. Demonstrated successful interpersonal skills to interact positively with various vendors in supervising the purchasing or providing of services, materials, equipment, construction, or renovation which is in the best interest of the school district. The position requires physical observation of maintenance and custodial staff in all facilities during the school day as well as during second shifts, weekends, and holidays when and where workers and vendors are providing services to the school district. Expectations of on-site supervision will be at the direction of the Superintendent and may include as much as an entire shift at multiple locations.
