The
Director of Facilities, Capital Planning leads the Providence Public School District's long-range facilities and portfolio planning, project planning and pre-development, districtwide school move and transition program, and Capital Revolving Fund administration. The Director translates enrollment, educational program, facility condition, utilization, funding, and community needs into coordinated plans that support safe, equitable, and high-quality learning environments.
The Director will serve as the districtwide program lead for a significant period of school transitions, including an anticipated nine to ten school moves in Summer 2027 and related moves into newly constructed or renovated buildings through Summer 2029. This work requires disciplined multiyear planning and coordination across schools, central-office departments, the City of Providence, the Rhode Island Department of Education, design and construction teams, owner's project managers, vendors, and community stakeholders.
The Director works in close partnership with the Director of Facilities & Maintenance, who oversees daily facilities operations, the district's facilities service contract, and the Project Field Coordinators. The Director of Facilities Planning leads the district's portfolio, program, space, regulatory, and transition planning while coordinating physical readiness requirements with facilities and project-delivery teams.
PPSD serves approximately 22,000 students across 37 elementary, middle, and high schools. Approximately 55% of students come from homes where English is not the primary language spoken. Together, our students and families speak 55 languages and represent 91 countries of origin.

SUPERVISES: No permanent direct reports; leads cross-functional project teams and external partners through matrixed authority

EDUCATION TRAINING AND EXPERIENCE: - An Associate's degree is required, a Bachelor's degree is preferred
- 5-7 years of experience in Facilities Management, Procurement, contracts, vendor management
MINIMUM QUALIFICATION STANDARDS: - Professional Experience: At least seven years of progressively responsible experience in facilities planning, capital or portfolio planning, project or program management, school operations, public administration, or a related field. Experience with public-sector capital programs is preferred.
- Complex Program Leadership: Demonstrated success leading complex, highly visible, multi-stakeholder initiatives with interdependent schedules, significant operational risk, and firm deadlines.
- Planning and Analysis: Ability to analyze enrollment, capacity, utilization, facility condition, program, budget, schedule, and other quantitative and qualitative information and translate findings into actionable recommendations.
- Move and Transition Management: Experience planning or coordinating large-scale organizational, facility, occupancy, relocation, or operational transitions is strongly preferred.
- Capital Program Knowledge: Knowledge of public capital planning, regulatory approvals, funding submissions, educational specifications, public procurement, or school construction processes is preferred; Rhode Island experience is a plus.
- Project Management and Systems: Demonstrated ability to manage multiple workstreams, establish milestones and accountability, monitor risk, and use spreadsheet, presentation, project-management, and data-visualization tools to drive work through completion.
- Stakeholder Leadership and Communication: Ability to build trust and communicate complex information clearly with school leaders, staff, families, students, community partners, technical professionals, public agencies, and governance audiences.
- Judgment, Adaptability, and Availability: Sound judgment, discretion, attention to detail, and the ability to work independently in a dynamic, politically complex environment, including evening or off-hours meetings and time-sensitive transition activities as needed.
- Language Skills: Bilingual skills are preferred.
DESCRIPTION OF DUTIES, RESPONSIBILITIES AND CURRICULAR LINKAGES: - Lead Long-Range Facilities and Portfolio Planning: Develop, maintain, and update the district's long-range facilities plan in alignment with the Superintendent's educational vision, enrollment outlook, capital priorities, and available resources.
- Integrate Planning Data: Bring together enrollment projections, demographic trends, academic and specialized program needs, building condition, capacity, utilization, accessibility, operating costs, and community priorities to inform recommendations.
- Develop Portfolio Scenarios: Analyze and present options for school configuration, grade organization, expansion, consolidation, reuse, temporary swing space, project sequencing, and long-term investment.
- Maintain Planning Standards and Records: Maintain reliable inventories of facilities, instructional spaces, specialized programs, school capacity, utilization, planning assumptions, decisions, and supporting documentation.
- Lead Project Planning and Pre-Development: Translate approved portfolio decisions into clear district requirements for feasibility, educational programming, scope, schedule, budget assumptions, stakeholder engagement, swing space, and implementation.
- Coordinate Educational and Space Programming: Partner with Academics, Special Education, Registration, school leaders, and other departments to define the educational, functional, spatial, accessibility, and operational requirements for capital projects and temporary facilities.
- Manage Planning-to-Delivery Handoffs: Develop district-side project charters and coordinate the transition of approved plans to the Executive Director, Director of Facilities & Maintenance, City, RIDE, design teams, and owner's project managers.
- Protect Approved Program Requirements: Monitor whether planning, design, and implementation decisions remain aligned with approved enrollment, educational program, space, equity, and operational assumptions; identify and escalate material variances.
- DISTRICTWIDE MOVE AND TRANSITION MANAGEMENT
- Lead Districtwide Move and Transition Management: Serve as the district lead for moves into and out of temporary swing spaces and newly constructed or renovated facilities.
- Maintain the Master Transition Plan: Develop and manage a multiyear integrated schedule identifying move dates, sequencing, dependencies, readiness requirements, decision deadlines, risks, owners, and escalation points across all affected schools.
- Coordinate Cross-Functional Readiness: Coordinate Facilities, ABM, Warehouse, IT, Transportation, Registration, Academics, Special Education, Safety, Food Services, Finance, Procurement, Communications, principal supervisors, and school leaders around shared milestones and readiness criteria.
- Coordinate Move Logistics: Ensure coordinated planning for furniture, fixtures and equipment, technology, instructional materials, records, signage, keys and access, packing, moving, storage, asset disposition, staff access, and school startup requirements.
- Validate Swing-Space Requirements: Ensure temporary facilities are planned to meet each school's enrollment, academic program, specialized services, accessibility, technology, security, food-service, transportation, and operational needs.
- Lead Readiness Reviews and Stabilization: Facilitate school-level and portfolio-level readiness reviews, escalate unresolved risks, coordinate post-move stabilization, and document lessons to strengthen subsequent transitions.
- CAPITAL REVOLVING FUND ADMINISTRATION
- Manage Capital Revolving Fund Administration: Lead the district's statutory, regulatory, and administrative submissions and approval workflows through RIDE's systems and related district processes.
- Maintain Funding and Compliance Milestones: Maintain the master calendar for applications, approvals, amendments, certifications, reimbursements, funding deadlines, substantial-completion requirements, and project closeout.
- Coordinate Required Documentation: Coordinate supporting documentation, financial information, technical certifications, signatures, and responses across PPSD, the City, Finance, legal counsel, project teams, and RIDE while relying on qualified professionals for technical representations within their areas of expertise.
- GOVERNANCE DECISION SUPPORT AND SYSTEMS
- Lead Governance and Decision Support: Prepare clear analyses, recommendations, presentations, briefings, and decision materials for district leadership, the School Board, the School Building Committee, the City, RIDE, and other governance partners.
- Coordinate Stakeholder Engagement: Plan and support engagement with students, families, staff, school leaders, community partners, and public agencies related to long-range facilities planning, project development, swing space, and school transitions.
- Maintain Portfolio Management Systems: Maintain integrated work plans, milestone dashboards, risk and issue logs, decision records, submission trackers, engagement records, and other systems necessary for transparent, disciplined execution.
- Advance Continuous Improvement: Establish feedback loops, conduct post-project and post-move reviews, document lessons learned, and develop repeatable tools, protocols, and playbooks for future facilities initiatives.
- Perform Other Related Duties: Carry out other responsibilities assigned by the Executive Director of Facilities & Capital Planning in support of district priorities.
