Job Description:

SUNY Delhi seeks an experienced and collaborative Director of Emergency Management and Business Continuity to lead the College's emergency preparedness, continuity planning, resilience, and recovery efforts.

The Director serves as the institution's lead professional for emergency management planning and preparedness and is responsible for developing, implementing, evaluating, and continuously improving comprehensive emergency management and business continuity programs that support the safety and operational resiliency of the College.

Working closely with the Chief of University Police, Facilities Management, Information Technology, Student Life, Residence Life, Human Resources, Academic Affairs, and external partners, the Director coordinates preparedness initiatives across all areas of campus operations. The position serves as the College's subject matter expert on emergency planning, continuity of operations, training and exercises, risk assessment, recovery planning, and organizational resilience.

This position is responsible for planning and preparedness functions and does not supervise law enforcement operations or assume responsibilities assigned to the Chief of University Police, including police operations, criminal investigations, Clery Act administration, or emergency notification system administration.

Key Responsibilities
  • Emergency Management Program Administration
  • Develop, implement, maintain, and evaluate the College Emergency Operations Plan and supporting emergency response annexes.
  • Coordinate institutional preparedness, response, recovery, mitigation, and resilience activities.
  • Facilitate annual reviews and updates of emergency plans, procedures, and protocols.
  • Develop after-action reports and corrective action plans following exercises and incidents.
  • Serve as the campus subject matter expert for FEMA, NIMS, and Incident Command System (ICS) standards.
  • Business Continuity and Continuity of Operations

Lead responsibility for the College's Business Continuity Program
  • Develop and maintain the College's business continuity and continuity-of-operations framework.
  • Conduct business impact analyses and continuity assessments.
  • Assist departments in identifying critical business functions, operational dependencies, and recovery priorities.
  • Coordinate continuity planning efforts among administrative, academic, residential, athletic, agricultural, and auxiliary units.
  • Develop recovery strategies for operational disruptions and prolonged campus emergencies.
  • Coordinate continuity planning with Information Technology disaster recovery efforts.

Emergency Preparedness Training and Exercises
  • Develop and deliver emergency preparedness training programs for faculty, staff, students, and campus leadership.
  • Design, facilitate, and evaluate tabletop, functional, and full-scale emergency exercises.
  • Coordinate campus-wide evacuation drills and preparedness activities.
  • Maintain training and exercise documentation.
  • Promote a campus culture of preparedness through outreach and awareness initiatives.
  • Emergency Operations and Incident Support
  • Coordinate Emergency Operations Center (EOC) planning, staffing, and activation procedures.
  • Serve on the College Emergency Management Team.
  • Provide planning, logistics, situational awareness, documentation, and resource coordination during emergency incidents.
  • Responsible for the annual updates to the emergency response plan
  • Support executive leadership during campus emergencies and recovery operations.
  • Participate in after-hours emergency response as required.

Threat Assessment and Behavioral Intervention Coordination
  • Serve as coordinator for the College's multidisciplinary Threat Assessment and Behavioral Intervention Team.
  • Facilitate meetings, maintain records, and coordinate follow-up activities.
  • Assist in developing threat assessment procedures and training programs.
  • Work collaboratively with University Police, Student Life, Counseling Services, Human Resources, Residence Life, and Academic Affairs to support institutional risk reduction efforts.
  • Monitor emerging behavioral and operational risks and recommend mitigation strategies.

Risk Assessment and Campus Resilience
  • Conduct campus hazard vulnerability assessments and emergency preparedness risk analyses.
  • Lead institutional hazard mitigation and resilience planning initiatives.
  • Coordinate planning related to severe weather, utility disruptions, public health emergencies, and other significant operational risks.
  • Evaluate emergency preparedness capabilities and identify opportunities for program improvement.
  • Support institutional strategic planning efforts related to campus safety and resilience.

Special Event Emergency Planning
  • Coordinate emergency preparedness planning for major campus events, including commencement, athletic competitions, conferences, and large-scale student activities.
  • Conduct event risk assessments and develop emergency action plans.
  • Collaborate with event organizers, University Police, Facilities Management, Athletics, and community partners.
  • Coordinate contingency planning for weather, medical, and operational emergencies.

External Agency Coordination

Serve as the primary liaison with:
  • Delaware County Emergency Services
  • New York State Division of Homeland Security and Emergency Services (DHSES)
  • Regional emergency management agencies
  • Local fire departments
  • Emergency medical service providers
  • Public health agencies
  • SUNY System emergency management personnel
  • Represent SUNY Delhi on regional preparedness and resilience committees and working groups.
  • Maintain collaborative relationships with external emergency response partners.

Emergency Communications Support

In partnership with the Chief of University Police and campus leadership:
  • Support development and testing of emergency communications procedures.
  • Assist with preparedness communications and awareness campaigns.
  • Participate in emergency notification planning and exercises.
  • Develop preparedness messaging and educational materials.
  • Support crisis communication planning activities.

Requirements:

  • Bachelor's degree in Emergency Management, Public Administration, Homeland Security, Criminal Justice, Risk Management, Public Safety, or closely related field.
  • Five (5) years of progressively responsible experience in emergency management, emergency preparedness, business continuity, public safety, disaster recovery, or related field.
  • Experience developing emergency response plans, continuity plans, training programs, and exercises.
  • Knowledge of FEMA emergency management principles and National Incident Management System (NIMS).
  • Completion of FEMA ICS/NIMS coursework or ability to complete required certifications within one year of appointment.
  • Strong project management, organizational, and analytical skills.
  • Excellent written, verbal, and presentation communication skills.
  • Ability to work collaboratively across a diverse campus environment.
  • Valid New York State driver's license.

Preferred Qualifications
  • Master's degree in Emergency Management, Public Administration, Homeland Security, or a related field.
  • Emergency management experience in higher education.
  • Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Professional Emergency Manager (PEM), or similar credential.
  • ICS-300 and ICS-400 certifications.
  • Experience leading business continuity and continuity-of-operations planning.
  • Experience coordinating Emergency Operations Center activities.
  • Experience facilitating threat assessment or behavioral intervention processes.
  • Familiarity with SUNY policies and New York State emergency management requirements.
  • Grant management experience related to emergency preparedness or homeland security programs.

Additional Information:

  • Starting date: As soon as possible
  • Work schedule: Monday through Friday, with occasional evening and weekend responsibilities
  • Position serves in an on-call capacity for emergency support and incident coordination
  • Salary: Starting at $85,000-$100,000, commensurate with experience
