Description

OBJECTIVE: Provides agency-wide leadership and hands-on expertise in data analytics, performance measurement, outcomes, evaluation, strategic planning, and organizational reporting for the Mental Health & Recovery Board of Portage County.

The Director transforms behavioral health, recovery, provider, financial, community, and operational data into meaningful information that supports Board and Executive Director decision-making, resource allocation, system planning, contract oversight, community needs assessment, program evaluation, and organizational strategy.

This is a hands-on leadership position. The Director establishes the Board's data and performance strategy while personally performing analysis, developing dashboards and reports, conducting evaluations, and translating findings into actionable recommendations.

ESSENTIAL FUNCTIONS:

Data & Analytics
  • Lead and perform data collection, management, analysis, interpretation, visualization, and reporting.
  • Develop and maintain dashboards, scorecards, and reporting tools using Power BI or comparable platforms.
  • Integrate data from multiple sources to identify trends, gaps, disparities, emerging needs, and system capacity.
  • Establish data quality, documentation, governance, and consistent data definitions.
  • Translate complex information into clear findings and recommendations for the Executive Director, Board, staff, providers, and community partners.
  • Identify opportunities to automate reporting and improve the efficiency and reliability of data systems.
  • Ensure data is handled in accordance with applicable privacy and confidentiality requirements.

Performance, Outcomes & Evaluation
  • Develop and maintain an agency-wide framework for performance measures, outcomes, and strategic priorities.
  • Establish meaningful measures for Board-funded programs, providers, system initiatives, and organizational priorities.
  • Analyze provider, program, system, and organizational performance and identify areas for improvement.
  • Design and conduct program and system evaluations using appropriate quantitative and qualitative methods.
  • Develop evaluation plans, data collection tools, and outcome reporting processes.
  • Use outcome and performance information to support contract oversight, program improvement, funding decisions, and strategic planning.
  • Work collaboratively with Quality & Compliance staff to distinguish performance and outcome analysis from quality assurance and regulatory compliance.

Strategic Planning & Community Needs
  • Lead or coordinate data-informed strategic planning and community needs assessment activities.
  • Analyze demographic, socioeconomic, prevalence, utilization, access, capacity, outcome, and other community-level information.
  • Monitor behavioral health, policy, funding, demographic, and service-system trends.
  • Identify service gaps, disparities, emerging needs, and opportunities for system improvement.
  • Develop forecasts and other analyses to help leadership anticipate future needs and resource requirements.
  • Provide data-driven recommendations regarding priorities, investments, and resource allocation.

Board & Executive Support
  • Prepare reports, dashboards, presentations, and analyses for the Executive Director, Board, and committees.
  • Provide objective interpretation of data, including its implications and limitations.
  • Anticipate information needs and proactively identify issues requiring leadership attention.
  • Present findings and recommendations to the Board, providers, community partners, and other stakeholders.
  • Support the annual report and other organizational reporting.

Leadership & Organizational Capacity
  • Advise the Executive Director and leadership team on data, performance, outcomes, trends, community needs, and strategic priorities.
  • Promote a culture of data-informed decision-making throughout the organization.
  • Build staff capacity to understand and appropriately use data and performance information.
  • Provide functional leadership for data, performance, outcomes, and evaluation activities across the organization.
  • Lead cross-functional data, evaluation, and strategic projects and manage special projects assigned by the Executive Director.
  • Represent the Board with external partners on data, evaluation, performance, and planning matters.
  • May supervise assigned data, research, evaluation, or project staff as the function develops.

General
• Attend off-site training, meetings, conferences, etc.
• Demonstrate regular and predictable attendance.
• Operate a motor vehicle as needed to perform the essential functions.

Requirements

MINIMUM QUALIFICATIONS:

Bachelor's degree in data analytics, statistics, public health, health administration, public administration, business, information systems, social sciences, or a related field; equivalent combinations of education and experience may be considered. Five years of progressively responsible experience in data analytics, performance management, program evaluation, strategic planning, research, health care, behavioral health, public health, government, or a related field. Demonstrated ability to independently perform data analysis and translate findings into recommendations. Experience developing performance measures, dashboards, reports, evaluations, or similar analytical systems. Experience working with multiple data sources and assessing data quality and reliability. Strong written, verbal, presentation, analytical, and project management skills. Must have own transportation, valid driver's license, and insurance.

PREFERRED QUALIFICATIONS:

Master's degree in a related field. Experience in behavioral health, public health, health care, human services, or local government. Experience with community needs assessment, program evaluation, strategic planning, or resource allocation analysis. Proficiency with Power BI or comparable business intelligence tools. Working knowledge of SQL, relational databases, or comparable data-querying tools. Experience with statistical analysis or evaluation methodology. Experience managing cross-functional projects or supervising professional staff.
