Full Job Description
Reporting to the Managing Director, Health Systems, the Director, Medicaid and Benefits Integration will provide visionary, adaptive leadership to the Medicaid Food Security Network (MFSN) as well as other health partnerships and initiatives within Share Our Strength's Benefits Integration priorities. This role will lead with a deep understanding of health systems and coalition engagement for the purpose of advocating for specific policy changes to address food insecurity, particularly policies to increase SNAP and WIC enrollment. This role provides subject matter expertise in Medicaid policy and systems across the Program team. The Director will forge and oversee partnerships and the policy agenda of the MFSN, as well as drive the supportive research and resources for this agenda. The role also provides technical assistance to state coalitions designing solutions within Medicaid to address food insecurity. The Director will work closely with teams across the organization, especially the Benefits Integration and the Advocacy and Policy teams.

This position is preferably based in Washington, DC; but could be fully remote for the right candidate living outside of the D.C. area. The position offers a salary range of $120k-$130k max. Exact compensation within the stated salary range may vary based on skills, experience, internal equity, and geographical location.

DUTIES AND RESPONSIBILITIES:
  • Lead the development, planning, implementation, and scalable impact of the Medicaid Food Security Network (MFSN), a national coalition of organizations with a desire to increase the healthcare sector's engagement and investment in addressing food insecurity in children and families primarily through informing and influencing Medicaid policy, and closing enrollment gaps for Medicaid members in SNAP and WIC primarily as part of the Food is Medicine movement to use healthcare-supported nutrition interventions to prevent and manage diet-related illnesses.
  • Build networks and partnerships in health care, government, and community-based organizations relevant to Share Our Strength's Benefits Integration strategy and retain the engagement of the MFSN Steering Committee and Network members. Represent Share Our Strength's Benefits Integration in Health Care strategies in public forums, summits, and conferences.
  • Leverage expertise in Medicaid and addressing food insecurity as a health related social need to oversee agendas for field convenings and technical assistance in support of the Medicaid Food Security Partners Program grantee goals and research. Also serve internally as subject matter expert for Medicaid, Food Is Medicine, and Community Health and nutrition benefits integration into health systems.
  • Analyze literature research and conduct research and policy analysis as thought leadership in the field and to support tools and resource developments for the MFSN, including the MFSN Policy Dashboard website and public forums.
  • Assess and monitor Medicaid trends in addressing health related social needs to identify opportunities to build strategic partnerships and policy recommendations. Provide subject matter expertise on Medicaid and its policies and serve as a resource to staff. Leverage understanding of trends in healthcare and Medicaid into strategic programming recommendations to help address child hunger.
  • Lead evaluation efforts across benefits integration in health care initiatives, ensuring a strong value proposition for Share Our Strength's work in health care, including clear performance indicators relevant to health care 's core metrics that support partnerships and investment by the health, government, and philanthropic sectors in our work.
  • Collaborate with the Managing Director in leading the overall Health Systems strategic priorities, goals, partnerships, evaluation and reporting.
  • Represent the work internally and externally, including preparing and presenting a wide variety of written and oral communications, such as reports, presentations, and webinars for internal leadership, partners, donors and other stakeholders. Actively support RDG cultivation efforts in health care.

SUPERVISION:
  • This position supervises an Associate position.

WORKING CONDITIONS:
  • Office work environment with less than 15% travel.

QUALIFICATIONS:
  • Bachelor's degree or higher in a related field preferred but not required.
  • 8+ years' previous work experience in increasingly responsible positions, with at least 5 years' experience in working in developing and/ or implementing Medicaid policy and/or working in Medicaid to address social drivers of health.
  • Deep knowledge of Medicaid and trends in health care, including social determinants of health care, the Food Is Medicine movement and community health initiatives.
  • Experience in coalition building and working in a cross-organizational capacity to drive results.
  • Ability to prioritize and manage multiple complex projects against critical timelines.
  • Demonstrated problem-solving, decision-making and delegation abilities.
  • MS Office proficiency and familiarity with Power BI and Quorum helpful.
  • Outstanding interpersonal and relationship management skills, including the ability to identify and work through challenges, underscored by strong judgment and emotional intelligence.
  • Demonstrated ability to work independently on multi-step, detail-oriented projects in a fluid environment.
  • Excellent written and oral communication skills, including experience presenting to high-level audiences.
  • Interest in anti-hunger and anti-poverty issues.
  • Detail-oriented with strong organizational skills.
  • Ability to work independently and efficiently.
