Career Summary:

The American Nurses Enterprise (ANE) is seeking to hire a Director of Measurement Services who will lead and support a high-performing and highly skilled team. As a people leader in this role, you will lead a team of eleven with up to five direct reports.

The Director of Measurement Services provides strategic leadership and operational oversight for the Measurement Services department, guiding the development, maintenance, and continuous improvement of ANCC certification exams, and related products. The Director sets the vision for exam development strategy and execution by managing cross-functional staff, volunteers, vendors, and subject matter experts to execute test development, security, and quality processes. The Director ensures relevant accreditation and ISO-related standards are met. The role advances organizational priorities by identifying market and industry trends, shaping new product opportunities, managing budgets and resources, mitigating program risks, and ensuring programs are delivered efficiently, securely, on time, and within budget. The role also supports the strategic direction of the organization, senior leadership, and entity-level boards through program evaluation, reporting, and recommendations that strengthen certification program quality, innovation, compliance, and long-term growth.

What You Will Do:

  • Provides oversight and strategic direction for implementing best practices in innovative certification exam design, development, and security.
  • Oversees and develops annual departmental budget and capital budget for test development/maintenance, manages finances and meets revenue/budget goals
  • Leads departmental strategy and annual goal planning in alignment with organizational strategic plan
  • Interfaces with internal and external stakeholders representing ANCC Measurement Services products and services
  • Oversees department level accreditation requirements, follow up, and ISO certification efforts. Participates in internal and external audits and takes corrective action on any non-compliance issues or opportunities for improvement
  • Hiring and performance management of other leaders and individuals
  • Collaborates with other departments across the organization
  • Coordinates with external partners and vendors to provide necessary credentialing and exam management services
  • Facilitates departmental and organizational meetings


What you bring to the American Nurses Enterprise:

Required Education

  • Doctoral Degree (PhD) or equivalent, or four to ten years of related experience and/or training, or equivalent combination of education and experience.
  • PhD in Psychometrics, Educational Measurement, Industrial-Organizational Psychology or related field.


Related Work Experience
  • Ten (10) years of assessment development, credentialing, job analysis, competency modeling, psychometrics, and budgeting experience required. At least five (5) years of leadership experience.


Computer skills required:

  • MS 365 Suite and all other programs required as a director.
  • Advanced use of office software, statistical software, and item banking software


Skills

  • Understanding of data management, security, and privacy standards.
  • Knowledge of volunteer recruitment, engagement, and management.
  • Identifying and using emerging technologies.
  • Experience with new market entry or new product development, product forecasting, and expense reduction strategies.
  • Contract negotiation and execution.
  • Accurately attend to details, adapts to changing priorities and work demands, takes initiative, works autonomously and works collaboratively and effectively within and across teams.
  • Senior leader organizational and time management skills, with the ability to oversee complex priorities and drive results under tight deadlines.
