Serves as the Director of Marine Corps Community Services (MCCS), reporting through the Chief of Staff to the Commanding Officer of Marine Corps Installations National Capital Region Marine Corps Base Quantico. Also serves as the MCCS Regional Coordinator for the National Capital Region, facilitating communication and advocating for three additional installations within the region.
Responsible for the overall leadership, strategic direction, and performance of a diverse organization that includes Marine and Family Programs (Behavioral Health, Family Care, Personal and Professional Development, Family Readiness), athletics, fitness and wellness, and revenue-generating Business Operations (retail, convenience stores, fuel operations, military clothing, barber shops, vending, golf, bowling, marina, auto hobby, clubs, and lodging). Oversees General Support functions including financial management, human resources, employee development, administration, marketing, contracting, facilities, and compliance.
Develops and executes operational strategies; ensures compliance with policies and procedures; and oversees proper execution of Appropriated Funds (APF) and Non-appropriated Funds (NAF) budgets, including operational and capital planning. Exercises fiduciary responsibility for revenue-generating activities and implements corrective action when necessary. Represents MCCS at Headquarters Marine Corps and installation-level boards and committees, and addresses issues impacting mission effectiveness or public perception.
Ensures quarterly reporting of MCCS Mission Essential Tasks to G-3 for inclusion in Defense Readiness Reporting submissions, requiring the ability to obtain and maintain a Secret clearance.
Fosters a mission-focused, customer-centric organizational climate that promotes employee development, high performance, morale, and adherence to standards of conduct. EVALUATIONS:
Qualifications- Must have minimum of five years of executive level experience that demonstrates possession of strong leadership skills in planning, coordinating, attaining goals and financial objectives of a customer centric organization.
- A four-year degree from an accredited college/university in a related field of study is highly desirable. Must possess in-depth knowledge of APF and NAF, with understanding of rules and regulations that govern their execution and controls.
- Experience must demonstrate knowledge of MCCS family programs or like community programs.
- Knowledge of sound business practices, economic principles and the ability to analyze financial reports is required. Ability to recognize social and business trends/developments and to make decisions involving improvements in operating program.
- Must be able to use a high degree of judgment, intuition and integrity when applying instructions, orders, policies and directives.
- Required to have knowledge of military structure, protocol, and skills in interacting with military members of all ranks. Must possess exceptional oral and written skills.
- Must be able to obtain an ANACI (Secret Clearance).
