As Target’s 3P marketplace continues to scale, logistics speed, reliability, and cost efficiency are critical enablers of guest trust, conversion, and long-term profitability. The Director, Fulfillment Partnerships, plays a pivotal leadership role in architecting and advancing the fulfillment network strategy that powers Target+ growth.

The Director, Fulfillment Partnerships will own the strategy, business development, evaluation, and pilot commercialization of external fulfillment solutions for Target+ Marketplace. This leader will identify and manage the provider landscape, shape commercial models, structure pilots, define success metrics, and recommend whether Target+ should scale, stop, or evolve external fulfillment models as part of a longer-term Fulfillment by Target strategy that improves speed, reliability, cost-to-serve, and Partner adoption.

The ideal candidate is a strategic, analytical, and commercially minded marketplace logistics leader who can build relationships externally, influence internally without direct authority, and bring structure to ambiguous, high-impact opportunities. This leader must balance speed-to-market with operational discipline, guest experience, Partner economics, and Target profitability.

Key Responsibilities

  • External Fulfillment Strategy & Provider Landscape: Develop the Target+ external fulfillment strategy across 3PL, white-label, regional fulfillment, MCF, LTL / bulky-item, and other logistics service provider models. Build and maintain a provider landscape and evaluation framework that compares capabilities, coverage, cost, scalability, integration complexity, service levels, and strategic fit.

  • Business Development & Commercial Model Design: Lead external provider conversations and partner with Procurement, Legal, Finance, GSCL, and enterprise Supply Chain to shape commercial terms, operating expectations, and contract inputs. Develop pricing, subsidy, rate-card, incentive, and cost-sharing models that balance guest experience, Partner economics, and Target+ profitability.

  • 3PL, White-Label & MCF Exploration: Evaluate 3PL, white-label fulfillment, and MCF models that can improve Target+ delivery speed, seller fulfillment options, and long-term marketplace competitiveness. Assess feasibility, economics, seller adoption, operational requirements, and the role these models could play in a longer-term Fulfillment by Target strategy.

  • Pilot Design, Launch & Commercialization: Design and lead structured pilots with selected fulfillment providers and Marketplace Partners. Define pilot scope, seller and category fit, success metrics, launch readiness, operating routines, issue-resolution paths, and scale/stop/iterate recommendations.

  • Product, Engineering & Data Enablement: Translate external fulfillment models into clear Product, Engineering, and Data Science requirements. Define needs for provider integration, seller onboarding, order routing, inventory visibility, delivery promises, tracking, returns flows, reporting, and performance dashboards.

  • Seller Adoption, Partner Experience & Performance Governance: Develop the seller value proposition, eligibility criteria, onboarding approach, and adoption playbook for external fulfillment solutions. Establish provider scorecards, SLA expectations, operating routines, and business reviews to monitor speed, cost, reliability, promise accuracy, seller adoption, guest impact, returns performance, and escalation trends.

  • Cross-Functional Leadership, Financial Recommendations & Future Scaling: Lead across Target+ and enterprise partners to align fulfillment partnership work with Marketplace growth, guest experience, Partner needs, and enterprise supply chain strategy. Build business cases and scenario models to recommend which fulfillment models should scale, evolve, or stop. Operate as an individual-contributor Director in FY2026 while defining the FY2027 team structure, routines, and talent needs required to scale the Fulfillment Partnerships function.

About You

  • Four-year degree or equivalent experience required.

  • 8+ years of experience in marketplace, eCommerce, logistics, retail supply chain, business development, strategic partnerships, consulting, or related field.

  • 3+ years of marketplace/3P, eCommerce fulfillment, logistics service provider, or supply chain partnership experience strongly preferred.

  • Proven experience building external partnerships, managing complex business development pipelines, and negotiating or supporting commercial agreements.

  • Experience working with 3PLs, fulfillment providers, transportation providers, marketplace fulfillment services, reverse logistics providers, or related logistics networks preferred.

  • Strong understanding of marketplace seller economics, fulfillment cost-to-serve, delivery speed, operational SLAs, and Partner experience.

  • Strong financial and analytical capability, including business case development, scenario modeling, rate-card evaluation, GMV impact, margin impact, and investment tradeoff analysis.

  • Experience partnering with Product, Engineering, Data Science, Finance, Legal, Procurement, and Operations to translate business needs into scalable capabilities.

  • Strong communication and storytelling skills, with the ability to influence senior leaders and external partners.

  • Demonstrated ability to operate in ambiguity, create structure, and drive decisions in a fast-paced, startup-like environment.

  • Strong project and program management skills, including pilot design, launch readiness, risk management, and executive reporting.

  • Entrepreneurial and performance-driven, with the ability to balance guest experience, Partner needs, speed, cost, and profitability.

  • Resilient, adaptable, and decisive, with a strong bias for action and a high degree of ownership.

Preferred Qualifications

  • Experience designing or scaling marketplace fulfillment, managed logistics, seller services, white-label fulfillment, or 3PL partnership programs.

  • Experience with marketplace platforms, seller onboarding, order management, fulfillment integrations, or Partner Portal capabilities.

  • Experience working with or evaluating fulfillment models similar to FBA, MCF, WFS, or third-party marketplace fulfillment programs.

  • Experience preparing executive-level business cases, investment recommendations, and strategic roadmap materials.

  • Consulting, corporate strategy, or strategic partnerships experience preferred.

This position may be considered for a Remote or Hybrid (known internally at Target as "Flex for Your Day") work arrangement based on Target's needs.  A Remote work arrangement means the team member works full-time from home or an alternate location that's not a Target location, does not have a desk at a Target location and may travel to HQ up to 4 times a year.  A Hybrid/Flex for Your Day work arrangement means the team member's core role may be performed either remote or onsite at a Target location depending upon what your role, team and tasks require for that day. Work duties cannot be performed outside of the country of the primary work location, unless otherwise prescribed by Target.
