Summary

Provides vision and leadership as well as the management and supervision of the District's IT infrastructure, including data center (computer and storage), systems administration, email and messaging, voice/data network and the host/server infrastructure environment in addition to other duties as assigned; Manages critical technical services within a very progressive District and works with numerous other technology and District staff; Responsible for the supervision of District IT employee(s); Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees

Essential Duties

Oversees the leadership, vision, long range goals and objectives of the IT infrastructure, including data center, systems administration, email, voice/data network, and host/server environmentDirects and manages the daily operations of the Infrastructure Services Division of the IT Department in accordance with the organization's values and objectivesLeads the daily operations of all server systems, data networks and voice (telecommunication) systems (land and cellular), including advanced tuning and performance of systems and network; capacity planning, systems and network configuration, network design, implementation, maintenance, and all related cyber security concernsCoordinates the integration of data, information and communication systemsLeads the management of network administration, systems administration, telecommunication, administration, technical client services administration ensuring team and individual performance levels meet customer needs and SLAs consistentlyEnsures compliance by IT professionals and staff within the IT Department with adopted District and IT values, standards, practices and plansProvides management direction and leadership for new systems development and implementationParticipates in and assists with ongoing analysis, development, design and implementation of new information systems and infrastructure including setting standards, data design and integration of standards and designManages all data as a secure asset, responsible for systems and network security, disaster recovery and business continuityServes as internal project lead/manager for large scale infrastructure projects having organization and FCS communitywide implicationsOversees the assessment and capacity planning to include recommendations for necessary purchases for future system capacity and connectivity, interface with vendors and other agencies to develop and maintain public access systemsReviews and analyzes District programs, operations and works with District departments to develop technology strategies to address their current and future business needsLeadership and ManagementLeads and supervises the network, infrastructure, telecom, and customer support teamsParticipates on the OIT Leadership team and contributes to the strategy, vision, and direction of the organizationContributes to the success of the Office of Information Technology (OIT) and assists in improving the overall customer experience within the assigned team continually; Participates and contributes to overall IT leadership team Ensures that the District and OIT mission and vision, strategy and business plan (and any updates) are communicated to and understood by all members of the assigned teamEnsures the team's KPI's/SMART goals are established and monitored, actions are taken and evaluated accordingly - delegating as appropriateConducts regular reviews of assigned staff and develops personal development plans, following capability processes where appropriate; Ensures continual development of the team and individuals occurs and that the highest potential is achievedReviews aspects/areas for improvement with own practice/processes, and those within the assigned area of responsibilityDemonstrates knowledge and understanding of and ability to apply the District's Talent Office policies; Seeks support regarding personnel matters from the appropriate manager and/or Talent as needed and as appropriateWorks under the direction of the appropriate manager to monitor financial management within the assigned team, with the support of the Finance Department, ensuring purchase orders are placed promptly and Purchase Card(s) are managed according to the policies outlined by the Finance and Accounting department Participates in the development of the Information Technology Department's annual budget and is responsible for the budget and programs associated with Infrastructure Services

Required Education

Bachelor's Degree in Management Information Systems, Computer Science and/or related IT Technology field or In lieu of Bachelor's Degree, will consider High School Diploma or GED with 8+ years of mid to senior level experience working in the Information Technology field; A combination of experience & education may be used to meet the Bachelors Degree requirement

Experience Qualifications

Minimum of 7 years of progressively responsible experience within the Information Technology field, with a minimum of 3 years supervisory experience; Experience working in an educational organization preferred

Knowledge/Skills/Abilities
  • Ability to manage financial, material, and human resources effectively
  • Knowledge of current practices and technologies in technology infrastructure, including network administration, systemsadministration, telecommunications administration, technical client services administration and communication
  • Ability to develop implement, monitor, and evaluate program goals and initiatives
  • Demonstrated experience and knowledge of VoIP systems, phone systems, server administration, server virtualization, storage virtualization, cloud environments, complex corporate-type networks, and cyber security
  • Excellent verbal and written communications skills and ability to make oral presentations to various audiences including District leadership, departments, and communities
  • Ability to keep current on developing technologies and potential impact on District operations
  • Ability to collaborate with a wide variety of people and to observe, listen, motivate, and provide leadership which results in the best environment
