Description
Provide strategic leadership and direction for the Small Business Office, supporting Dallas ISD's Bond Program and long-range capital improvement initiatives while aligning the department's work with District priorities.
Lead the administration and continuous improvement of the Small Business Enterprise (SBE) Program, developing practical strategies that expand meaningful participation by certified small businesses across bond-funded projects.
Establish department priorities, goals, and performance measures that strengthen supplier diversity, contract compliance, operational effectiveness, accountability, and customer service.
Lead and develop a high-performing professional team by setting clear expectations, assigning resources and responsibilities, coaching staff, supporting professional growth, and building leadership capacity within the department.
Oversee supplier diversity and contract compliance throughout the procurement and contracting lifecycle, including procurement planning, proposal evaluations, subcontractor utilization, payment verification, Commercial Useful Function reviews, change orders, project monitoring, and contract closeout.
Partner with Procurement Services, Bond & Construction Management, Legal Services, Finance, program management firms, and other key stakeholders to address complex procurement, construction, compliance, and operational matters.
Identify and manage operational, financial, contractual, legal, and reputational risks, ensuring appropriate internal controls, regulatory compliance, documentation, and audit readiness.
Provide executive leadership with timely information and recommendations by monitoring program performance, analyzing data and trends, and preparing dashboards, Board reports, executive briefings, and strategic recommendations that support informed decision-making.
Lead outreach and business development efforts that strengthen the District's small business community, including contractor outreach, procurement events, educational workshops, networking opportunities, and partnerships with chambers, associations, governmental agencies, and community organizations.

Qualifications
Bachelor's Degree from an accredited college or university in Business Administration, Public Administration, Construction Management, Procurement, Engineering, Finance, Law, or a related field required; Master's Degree preferred.
Professional certifications such as Certified Compliance Administrator (CCA), Master Compliance Administrator (MCA), Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), Project Management Professional (PMP), or applicable TASBO certifications.
5 years of direct experience; 7-10 years of progressively responsible executive or senior management experience in public procurement, supplier diversity, construction administration, capital program management, contract compliance, public administration, or related field.
Comprehensive knowledge of supplier diversity, public procurement, construction administration, contract compliance, capital program management, and applicable regulatory requirements.
Strong leadership and organizational management skills, with the ability to develop highperforming teams, establish priorities, manage competing demands, and lead organizational change.
